Project Description
Upon completion this project will provide a primary and secondary ADA compliant lighted pathway from the east side of the University of Kansas through the Oread neighborhood to downtown Lawrence.
The primary route will be along the north side of 12th Street from Oread Avenue to Vermont Street (at South Park), then proceed diagonally through South Park along an existing sidewalk to the intersection at North Park Street. The secondary route will be on the north side of 14th Street from Louisiana to Ohio Street, then turning north along the west side of Ohio Street to 12th Street (see map next page).
The pathway will be constructed of concrete to a width yet to be determined during the design phase. Existing sidewalk that is in good condition will more than likely not be replaced. Four foot high pedestal style motion censored lights (see attached map) will be installed along the entire walkway spaced approximately every twenty feet.
Signalized pedestrian crosswalks will be installed at the intersections of Tennessee and 12th Street and the intersection of Kentucky and 12th Street.
Partnerships & Endorsements
With the committed resources from KU and the city we feel that with secured funding this project will be built. City staff, in coordination with KU Student Senate and the Oread Neighborhood Association, has partnered to design and coordinate this project. We have obtained endorsements from KU Student Senate, KU Transit Commission, KU Campus Safety Advisory Board, KU Office of Pubic Safety, KU Pan-Hellenic Association, and KU Scholarship Hall Council. We have meet with and discussed this project with the Oread Neighborhood Association and are anticipating their endorsement. We have meet with the MPO and have their resolution of support. We are also working closely with the city’s historical planner.
Project Funding
$50,000 has been identified from city funding (approval pending)
$150,000 has be requested from the University of Kansas (written commitment to follow)
$174,345 will be submitted for a Transportation Enhancement Grant (application approval pending)
$201,570 CDBG application (application approval pending)
Total = $530,915 needed of the $575,915* proposed or requested through grants and internal funding.
* The total request is a result of this being a two phase project (primary route and secondary) and because of the two separate grant application requirements to be submitted prior to knowing the outcome of either. Our project plan is to insure that the primary route is completed. The CDBG Grant will first go toward the primary route. If the TE Grant is approved the CDBG Grant would be used for the secondary route. The TE Grant will only be applied to the primary route.
Project Time Line
Depending on approval and distribution of grant funds it is expected that this project will begin design in June / July of 2010 with construction beginning and completed prior to the end of the year.

Requested Action
We are asking that the City of Lawrence Commission endorse this project and the TE grant application. We are seeking approval for $50,000.00 of city funds and approval to submit the TE grant in the amount of $174,345.00. The TE grant would equal 32.8% of the total project budget.
