Additional information on the 2010 Pavement management program, Bicycle Advisory Committee input, and Sustainability Action Network input

The 2010 pavement management program was reviewed by the Bicycle Advisory Committee BAC) in November of 2009. Input was also received from Michael Almon with the Sustainability Action Network (SAN).
The following items were input from the BAC.
1. 13th St. should remain a bike route, and no bike lane should be added.
2. 15th St. (Haskell to Prospect) should have a bike lane added at the time it is scheduled for maintenance. Consideration to add a bike lane from Massachusetts to Prospect should also be considered.
3. 17th (Illinois to Indiana) was requested to be added to the 2010 maintenance program with no bike lane.
4. 7th St. (Tennessee to Florida) during a future maintenance program consider adding a bike lane.
5. Princeton Ave. – Add bike lanes as part of a future maintenance program.
The following items were input from the SAN
1. 15th St. Barker to Haskell add bike lanes.
2. 15th St. Prospect to Haskell add to the 2010 pavement maintenance program and add bike lanes.
In summary, the pavement management team has put a huge amount of effort into reviewing which pavement sections are in need of maintenance in accordance with our program standards and funding. The 2010 plan reflects our final decisions and choices for the most appropriate maintenance and street sections for the upcoming year. We solicited input from a variety of sources and each year take into account those inputs and how we can best manage the program within the resources available. Pavement condition, vehicular traffic and ride are the primary driving mechanism in make those “choices”.
With regard to the specific input from both the BAC and SAN; 13th St. has no direct impact on our program. 15th St. (Barker to Haskell) will receive a mill and overlay in 2010 and bike lanes will be added as part of that project. 15th St. (Prospect to Haskell) was not selected as part of our 2010 program. It is a concrete section of 15th St. With the allotted resources we have selected sections of Inverness and Barker for concrete patching next year. It was determined that they were the best candidates for maintenance at this time based on all factors considered when developing our plan. Inverness has a PCI of 54, Barker has a PCI of 45, 15th St. (Barker to Haskell) has a PCI 49 and 15th (Haskell to Prospect) has a PCI of 48. 15th St. (Haskell to Prospect), 17th St., 7th St. and Princeton Ave. have all been added for consideration with our 2011 program. Adding bike lanes to 15th St. from Massachusetts to Barker has not been studies by the city or the BAC. At a point in the future when that section of 15th is considered for maintenance it will be reviewed by staff and the BAC to determine if bike lanes are feasible.
Ultimately it comes down to choices of which streets will benefit the most from maintenance in the upcoming maintenance year. We try to balance the best program with the allotted resources. As our program status report shows we are making progress.
