Project History
In April 2004 the city was awarded an Economic Development Grant from KDOT for consolidation of access points along 23rd Street from Iowa to Louisiana. The total project was estimated at $936,000. KDOT agreed to pay 75% of actual construction costs up to a maximum of $500,000. City costs include engineering, right-of-way, utilities and 25% of construction costs.
Originally the plan was to be one project that would affect some thirty access points. Due to lack of participation by business/property owners, staff has been working with smaller, single/dual access consolidation projects using the grant funds. Four projects have been completed: Long John Silver’s restaurant, CVS Pharmacy/El Mezcal, University Bookstore/O’Reilly Auto Parts (now GTM Sportswear), and Bryant Collision Repair.
Supplemental Agreement No. 2 is for reimbursement for the University Bookstore/O’Reilly Auto Parts project and Bryant Collision Repair project.
Project Funding
University Bookstore/O’Reilly Auto Parts project cost: $105,612.
Owner participation: $16,000. KDOT reimbursement $67,209. City cost: $22,403.
Bryant Collision Repair project cost: $14,995.
KDOT reimbursement $11,246. City cost: $3,749.
Total reimbursement to City (pending execution of Supplemental Agreement No. 2) is $78,455.
Action Request
Authorize the Mayor to sign and execute Supplemental Agreement No. 2 with the Kansas Department of Transportation for the 23rd Street consolidation of access points.
