Project Description

This project will include the brick restoration of New York Street from 9th Street south to 12th Street.  The street is currently a brick street with asphalt overlay.  The pavement will be removed; the bricks will be cleaned to remove the asphalt, and salvaged.  The new pavement section will include a flyash treated subgrade, 7” asphalt base, 1” of sand and brick surface course.  Included with this project is reconstruction of intersections on New York Street at 9th, 10th, 11th and 12th St.

 

In response to the Commissions inquiry with respect to using local labor KDOT has responded:  The Federal Highway Administration (FHWA) requires that Federal-aid contracts be awarded on the basis of full and open competition. The exclusion of nonlocal labor forces is noncompetitive and may increase the cost of the project. Even though some states and local public agencies have implemented policies which encourage or mandate the use of local employment of local contracting, Federal-aid contact documents should contain specific provisions that state such preferences are not allowed.

 

Project History

New York Street brick street reconstruction project was selected in March 2009 by the Kansas Department of Transportation for Transportation Enhancement (TE) funding under the American Recovery and Reinvestment Act (ARRA). The award amount is fixed at $946,827.75.

 

Project Funding

The project is being funded 100% by KDOT with no city funds up to the award amount of $946,827.75.  The project cost does not include the cost of engineering design or construction engineering services.  Public Works staff is designing the project in-house and will be providing construction inspection.   No property acquisition is required.
