RE:

2009 Lawrence Municipal Airport Waterline Improvements

Project No. UT0923DS – City Bid No. B09064

October 20, 2009 Consent Agenda Item

Please include the following item on the City Commission consent agenda for consideration at the October 20, 2009 meeting:

Project DescriptionInstallation of a 12” water main to Lawrence Municipal Airport.  Waterline will extend north on N. 7th Street (E 1500 Road), then east on HWY 24 to Airport Road, and north to the terminal.  The new waterline will be looped with current service at the airport.  This waterline will provide sufficient flows to meet fire needs and provide usage for new businesses to develop at the airport.

Project Status.  The project was bid on October 13.  Nine bids were received.  An alternate bid to include Davis-Bacon wage rates was a part of the bid in case the City wished to use Economic Development Bonds or received an EDA Grant.  That grant has not been received.  Attached is a memo from Roger Zaineraitis analyzing Economic Development versus Government Bonds.

Should the City be successful in receiving the EDA grant, the funds can be used for the planned airport sewer improvements.  The sewer study should be forwarded to staff yet this month for review.  The study should be presented to the City Commission before the end of the year.

Low bid was received from R. D. Johnson Excavation in an amount of $599,901.00.  This bid does not include the Davis-Bacon wage rates.  The County permit for construction along E 1500 Road requires the City to repair any damage to the County road caused by this project.  There may be some additional costs for repairs, however we do not feel those costs/damages will be significant.  Although temporary road repair is included in the bid, final repair will be completed by the City or other contractor, if significant.  The reasons for this include:  1) There was a difference of opinion between the City and County as to the potential extent of damage and quantifying the road repair work for the contractor to bid.  2) Waterline contractors are typically not equipped/prepared to do extensive road reconstruction.  3) The construction time/season for this project is not ideal for permanent pavement repairs.

Project Funding.   This project is being funded with General Obligation Bonds.

Action Request.   Award bid for Project UT0923DS, 2009 Lawrence Municipal Airport Waterline Improvements, to R. D. Johnson Excavating in an amount of $599,901, provided the contractor can meet the terms established in the contract documents.

Respectfully submitted,

Charles F. Soules, P.E.
