RE:

Lawrence Public Library Foundation Request for Temporary Possession and Consumption of Alcoholic Beverages at Public Library for Fundraiser

Staff has received a request from the Lawrence Public Library Foundation to allow alcoholic beverages at the Lawrence Public Library on Saturday, November 21, 2009, 7:00 p.m. to 10:00 p.m., as part of its miniature golf tournament fundraiser, “Caddy Stacks.”  Specifically, the Foundation, a nonprofit 501(c)(3) would like to serve complimentary beer and wine at the event.

The possession and consumption of alcoholic beverages on public property is generally prohibited by City Code.  However, City Code section 4-105(E) allows the City to exempt, by ordinance, specified City property from the prohibition of alcoholic beverages on public property.  Therefore, an ordinance allowing the temporary possession and consumption is required.  As such, I have attached a copy of Ordinance 8469 for the Commission’s consideration. This ordinance authorizes the possession and consumption of alcoholic beverages on Saturday, November 21, 2009 at the Lawrence Public Library from 7:00 p.m. to 10:00 p.m.

ACTION:      Adopt on first reading, Ordinance No. 8469, authorizing the possession and consumption of alcoholic beverages on Saturday, November 21, 2009 at the Lawrence Public Library from 7:00 p.m. to 10:00 p.m. as part of the Lawrence Public Library Foundation fundraiser.
