CITY STAFF PRESENT FOR BID OPENING on October 6, 2009:  Alan Landis, Jonathan Douglass, Jessica Roberts and Tony Hoch.

 

SCOPE OF WORK:

 

936 Pennsylvania St – Tuck point foundation cracks.  Repair roof decking, replace flat and sloped roofing, tuck point chimney and install new gutters and downspouts.  Repair soffit, fascia trim, corner trim and paint exterior wood on house.  Install jamb liners, sill covers and make repairs to windows.  Install new package unit HVAC system with exposed duct work.  Install new water heater.

317 Lawrence Ave – Make minor repairs to siding and paint exterior wood on house.  Install GFCI’s in kitchen and bath rooms and install fan rated boxes for ceiling fans.  Add duct work to HVAC system for three rooms and balance system.  Remove unused door and frame in opening, finish drywall, complete trim and stain and varnish 4 interior doors and trim.  Re-grout entry tile and stabilize a guard rail.  Remove and replace a section for garage floor and city sidewalk.

Recommendation Action:  Due to the nature and complexity of comprehensive rehabilitation and the difficulty in gauging what contractors and suppliers are going to charge on any given day, staff believes if a project is within 10% of an estimate, we feel we are getting a fair price.  Both addresses fall within the 10% acceptable limits, therefore we recommend that staff estimates be waived and award the bids as follows:

 

936 Pennsylvania St: Award bid to Vintage/Greenmark, Inc. for $32,125.00.  Homeowner will provide funds in excess of the program limits of $25,000.00.

 

317 Lawrence Ave.:  Award bid to T & J Holdings, Inc. for $10,200.00.
