LAUNDRY/CLEANING – POLICE DEPARTMENT – #B09051
Police Department requested bids for the laundry/dry cleaning of police uniforms and clothing worn by plain clothes officers, and parking control and animal control personnel for the period September 2, 2009, to September 1, 2010, and renewable for an additional four years, subject to agreement of both parties and the availability of funds.
The specifications for the qualification of bidders included that they: must be familiar with and have dealt with commercial accounts prior to this bid; must have the necessary resources to efficiently and favorably complete the proposed work; and must have at least 3 locations within the City of Lawrence for the convenient dropping off and picking up of laundry/dry cleaning.
Hygienic Cleaners, the low bid, does not meet the qualification of having at least 3 locations within the City of Lawrence for the convenient dropping off and picking up of laundry/dry cleaning. They do offer pickup and delivery service, but for officers located at the Judicial and Law Enforcement Center (LEC), this would create logistical and operational problems to the department due to lack of space for storage of garments and the need to maintain security of access. However, pickup and delivery service is a practical option for those officers located at the Investigation and Training Center (ITC). It is proposed that the contract be split between the low bidder, Hygienic Cleaners and the next lowest bidder Scotch Fabric Care Services, whereby Hygienic Cleaners serves those officers located at the ITC, and Scotch Fabric Care Services (with seven locations within the City of Lawrence) serves the officers located at the LEC. This approach achieves the lowest cost consistent with optimization of operational efficiency within the Police Department.
Funds for the provision of this service were approved in the 2009 and 2010 budgeting processes.

Recommendation Action:
Award bid for the laundry/dry cleaning of police uniforms and clothing for the period October 1, 2009 to September 30, 2010, and renewable for an additional 4 years, subject to agreement of both parties and the availability of funds, to Hygienic Cleaners for a total of $17,800 (the estimated cost to serve officers located at the ITC), and to Scotch Fabric Care Services for a total of $19,170 (the estimated cost to serve officers located at the LEC).
