Chair called the meeting to order at 4:25 p.m.

 

Review and approve minutes from June 25, 2009

After review, Mohr made a motion to approve the minutes as written.  Jarboe seconded the motionPass 4-0. 

 

Begin discussion of 2009 code review.

Staff stated Chaney has not received the 2009 books for review and said that he would get the books to him this week. 

The board asked what kind of significant changes are in the 2009 IRC.  Staff replied the energy portion of the IRC will require a leakage test on duct systems outside the thermal envelope.  There was discussion about how the testing would be conducted, no action was taken.

Wyatt asked if the board wanted to voice concerns of the changes.

Blanchard stated most of the changes were clarifications and wording changes.

Staff stated the provisions for dryer exhaust venting had changed and there was a section that required a placard in the dryer area stating the length of the duct that was similar to the amendment that was added to the local code. 

Wyatt suggested waiting for Chaney to attend the meeting to continue the review of the changes since he had not received his books yet. 

Mohr requested a copy of the amendments for the next meeting.

Wyatt moved to table the discussion until the next scheduled meeting.  Seconded by Blanchard.  Pass 4-0.

 

Wyatt offered to hand out the books to Chaney to make sure he has them.

 

 

 

 

 

 

Miscellaneous

Staff informed the board there was a requirement in the City of Lawrence development code that prohibits outside cooling equipment in the five foot side yard setback and there will be notification sent to contractors of the change. 

Wyatt asked if the cooling equipment would need to be moved when a foundation repair was performed and the cooling equipment removed temporarily and then placed back after the repair.

Staff stated he would find out about that situation and come back to the board with the answer.

Wyatt stated he had a situation that happened and just wanted to have record in the minutes.  On miscellaneous permits, an inspection is automatically scheduled 30 days from the permit issuance.  He stated he did not receive notification of that practice being changed and had a situation where he could not complete part of an equipment change because of the heat.  Then the inspector went out for the automatically scheduled inspection and left a notice of inspection.  He stated the homeowner was confused because Wyatt had told him that it was not complete and the inspection would be scheduled when the work was complete.  Wyatt’s concern was not of the policy change, but that he was not notified of the change and had caused confusion between him and his customer.  The board took no action.
