Award the construction contracts for Bid No. B09042; Project UT0904KA - Kaw WTP Safety Improvements to the low bidder

GSR Construction for Project 1 - Stair and slab opening closure in the amount of $32,900.00

B.A. Green Construction for Project 2 - Basin Grating replacement in the amount of $49,600.00

GSR Construction for project 3 - Presed Basin Improvements in the amount of $48,900.00

Project History

In 2008, utilities staff and an independent safety consultant identified a number of safety concerns at the Kaw Water Treatment Plant. The majority of these concerns were resolved in house by plant maintenance staff. The three items that remain include the replacement of an existing set of stairs in the filter building, replacement of existing walkway grating on the primary and secondary treatment basins and replacement of existing guardrail and a walkway on one of the presed basins. These items have been in service for between fifty and ninety years and do not meet current safety standards. In April 2009, the engineering firm of Professional Engineering Consultants (PEC) was retained to investigate options and help utilities staff develop bidding and construction documents for this project. On July 28, 2009 the City Commission set a bid date of August 18, 2009.

Project Status:

On August 18, 2009 bids were received from five (5) bidders (bid tabulation attached). The bid request was divided into three projects and contractors were asked to bid each item separately and give a lump sum bid if awarded all three. After review of the bids the best value for the department will be to award projects one and three to GSR, and project two to B.A. Green.

Project Funding:

The project was included in the Department of Utilities 2009 Capital Improvements Plan. Funding for the construction will come from the Department of Utilities Capital Improvement Project non-bonded construction fund.
