Accept proposal from RD Johnson Excavating for the lime lagoon cleaning, removal, and beneficial reuse of the lime residuals and authorize the City Manager to enter into an agreement not to exceed $120,000 with an option to extend for four (4) additional years at both parties consent to allow for inflationary increases.

Project Description. The City of Lawrence Kaw Water Treatment plant pumps its spent lime to the Wastewater treatment lagoon facility for storage. Approximately 18,000 tons of material at a range of 30 – 70 % Total Solids will be removed and stored off-site in a controlled area until dry. The lime residual will be land applied to privately-owned agricultural properties.
Project Description/History. In the past, the lime has been beneficially reused in two ways: 1) Applied to farmland to raise the pH of the agricultural land, and 2) The spent lime was mixed with soil to be used around construction sites. All activities must be conducted in a manner which meets all existing regulations and requirements and shall not negatively affect the City’s public relations and existing relationships with area farms.
Project/Purchase Status. Request for proposals were received & reviewed. RD Johnson Excavating met the specifications and utilized methods to meet the proposal description. They were also the lowest in cost.
RD Johnson Excavating $ 6.25 per dry ton
Biosolids Management Group, Inc. $32.83 per dry ton
Oros & Busch Application Technologies, Inc. $42.26 per dry ton
Nutri-Ject Systems, Inc. $48.12 per dry ton
In no event shall the project exceed the $120,000 budget established. The agreement has an option to extend for four (4) additional years upon written mutual agreement, and the consent of the City Commission. If the Agreement is extended, the compensation may be adjusted to account for inflation.
Project/Item Funding. Funding for the project is included in the 2009 Other Contractual Services Line Item budget for the Water Division Kaw – 7220
Action Request.
