RE:

1 September 2009 City Commission Agenda Item

No Parking – 13th Street

Background

On July 6, 2009, the Traffic Safety Commission heard a request to establish NO PARKING along the south side of 13th from 300 feet east of Oregon Street to 300 feet west of Oregon Street.  The request was submitted by the Brook Creek Neighborhood Association and the East Lawrence Neighborhood Association.  Both organizations cited the need to provide good sight distance for the proposed crossing of the Burroughs Creek Shared-Use Path where it crosses 13th Street adjacent to Oregon Street.  Parking is currently prohibited along the north side of 13th Street.

Traffic Safety Commission Action

Representatives from both neighborhood organizations and two other citizens appeared before the Traffic Safety Commission and spoke in favor of the request citing the need for good visibility, especially when children using the path are crossing the street.  Correspondence was received from Bruce & Melissa Uecker, 909 E. 13 th Street in opposition to the request; they cited their need for the parking as parents drop-off and pick-up children at their licensed daycare center in their home.  The commission voted 7-1 to recommend approval of the request; Commissioner Woods voted in opposition noting that the request did not come from adjacent residents and he was concerned about the livelihood of the owners of the daycare center.

Action Request

Establish NO PARKING along the south side of 13th Street adjacent to Oregon Street if appropriate.
