2009 KLINK – summary of sequencing and schedule (Ousdahl to Barker)

 

 

 

The 2009 KLINK project is on the September 1, 2009 commission agenda for approval and award to Bettis Asphalt. I would like to outline the planned construction sequencing and schedule. As a caution note this schedule is subject to change due to weather and other conditions beyond the contractor’s control.

 

The project is scheduled to begin on September 28th 2009 and be completed by October 9th 2009, a two week period. This will place the work schedule in between any KU home football games, thus avoiding the additional game day traffic. The project is basically broken down into three phases, milling, patching and overlaying. Phase I and II will take place during the day. Phase III will be a night time operation.

 

Phase I of the project will encompass milling of the entire work area Ousdahl to Barker. Milling will take place one lane at a time, beginning with the outside east bound lane Ousdahl to Barker. Then proceed to the outside west bound lane Barker to Ousdahl. Then the inside lane east bound Ousdahl to Barker and then the inside lane west bound Barker to Ousdahl. This should take approximately three days.

 

Phase II will be patching. The contractor will work in one or two lane at a time to minimize traffic disruptions. Two way traffic will be maintained at all times. Patches will have a two to three day cure time.

 

Phase III is the overlay operation and will be performed during night time operations in the same manor as the milling operations. The plan would have the work beginning sometime after 8 PM each night and concluding the next morning. The plan is to complete the overlay within three nights. Because of the tight schedule each nights paving could extend into the morning hours as late as 11 am. It is also important to note that, while not normal operations, night time lay down will affect the residents along 23rd street with construction noise during the three nights of operations. It is critical that lay down take place at night due to the large volume of traffic on this major arterial. Night time operations will greatly reduce the impact to traffic and the negative effect on business through reduced or eliminated access during business hours.

 

Traffic control will be accomplished in accordance with the Manual of Uniform Traffic Control Devices, which will include message boards, flaggers and traffic devices to alert and maintaining safety for the workers and the traveling public.

 

The contractor will provide written notice to the businesses and property owners prior to this project beginning. They will also provide advance notice prior to the night time operations commencing. Press releases will be provided to the LJW and channel 6.

 

Bettis Asphalt has committed to performing this job as efficiently and effectively as possible. I am confident they will work with the city in a cooperative manor to minimize any negative impact.
