Project Description
Beginning September 9th contractors will begin warranty work to replace the Lawrence Indoor Aquatic Center roof. As a part of this project the City will need to repair and repaint rusted areas on the structural steel ceiling trusses that supports the roof. In some cases the roofing issues may have contributed to the rust. In other cases it is normal wear and tear on the building due to exposure to the chlorinated air inside the building.
Staff believes painting of any exposed metal on these trusses needs to be addressed as the roof is being repaired. In some areas this will mean painting the tops of the trusses as roofing materials are removed to expose the trusses. In other areas we will need to access the trusses from inside of the building to paint any exposed metal surfaces.
To assure this painting is performed correctly and in a timely manner, hourly rate quotes were requested from five commercial painting companies. These prices ranged for $45 - $68 per hour. Staff recommends hiring Neale Painting on a time and material bases to do all needed surface preparation and painting. They were the original painting contractor when the building was constructed and are experienced with all of the surface preparation and paint types used in this corrosive chlorine environment. In addition to the actual painting, this project will have a great deal of fixed equipment costs to rent lifts and construct scaffolding to reach the ceiling from the bottom of the sloping pool beds.
Due to the unknown scope of the project, it is difficult to estimate the total hours, equipment or materials needed until the project is underway. However, it is anticipated that this work will exceed $15,000. Therefore, Commission approval is requested to issue purchase orders as needed, to assure the work is completed in a timely and efficient manner.
Project Funding
Project will be funded by the Sales Tax Reserve Fund.
Action Request
Waive formal bidding procedures and authorize the city the City Manager to issue a purchase order to Neale Painting for time and materials painting work at the Indoor Aquatic Center, at an hourly rate of $45 per hour.
