Bowersock  Dam Repair

Background

On July 7, 2009 the City Commission received a memorandum from Public Works discussing the proposed rehabilitation and repair plan (PRRP) for Bowersock Dam.  The repairs included constructing a sheet pile wall approximately 30-35 feet from the upstream face of the dam, filling the space and capping the area with concrete (a second phase to grout voids in the existing dam could then be pursued).

 

Status:

Staff put together bid documents and received two bids:  United Construction and L. G. Barcus & Sons, Inc.  The bids were set up with unit prices to provide the City with the flexibility to determine the best project for the City.  The two bids received were:

The additional boring cost could save the City some money.  Barcus has proposed to use the borings to establish the pile length.  The bid was based on a 50’ pile length.  If only a 45’ sheet is used then there could be significant savings.

 

The bid totals included construction of a causeway/work platform which, as discussed with the City Commission in July, staff and Barcus believe is not necessary to complete the project.  The items included in the causeway construction amount to $807,500.89.  Additionally, the causeway may have issues with permitting requirements and if the causeway were to “wash out” during a high water event it would need to be rebuilt at City cost.

 

Recommendation /Action Requested:

  1. Authorize City Manager to enter into an agreement with L. G. Barcus & Sons, Inc. in an amount of $2,279,130.36 for repairs to Bowersock Dam.  Also authorize contingency expenditures in an amount of $170,000
  2. Additionally, due to the unique nature/unknown aspects of this project, authorize a total project maximum expenditure not to exceed $2,450,000.  This additional amount (approximately $170,000) will allow staff to make necessary field decisions keeping the project moving, saving valuable time.

 

Staff will provide the City Commission with a monthly progress and accounting update.
