Background

The “KLINK” resurfacing program of the Kansas Department of Transportation is intended to assist the local governments with the maintenance and upkeep of the City Connecting Links of the State Highway System (K-10, Hwy-59 and Hwy-40).

KDOT contributes 50% of the cost of construction and construction inspection services, up to a maximum amount of $200,000.00. The city is responsible for the remaining 50% of the cost of construction and construction inspection services. The city is also responsible for 100% of the cost of engineering design services; typically, city staff provides the engineering design services and prepares the construction plans and specification. Construction inspection is also provided by city staff.

- In 2006, mill and overlay of Iowa street (Irving Hill Overpass to Harvard Road) was completed as a KLINK project. (KLINK Funding received: $200,000.00)

- In 2007, two sections of Iowa Street (23^rd Street to Irving Hill Road overpass, Yale Road to 6^th Street) received mill and overlay under the KLINK program. (KLINK Funding received: $200,000.00)

- In 2008, mill and overlay of Iowa street (23^rd Street to 31^st Street) was also partially funded through the KLINK program. (KLINK Funding received: $200,000.00)

Project Details / Cost

The project would consist of mill and overlay, concrete joint repair, replacement of curb inlets, curb and gutter removal and replacement etc.; project location is 23^rd Street, from Ousdahl Road to Barker Avenue.

Estimated Total Project cost:	$500,000.00
KLINK Funds:	$200,000.00
City’s Share:	$300,000.00 – Resolution 6859 authorizing GO Bonds for     $225,000 and $75,000 from Street Maintenance Funds.

Engineering Plans have been approved by KDOT and are now ready for Bid Letting. Construction will begin in mid September, 2009 with expected completion date by mid November, 2009.

Action Requested

Authorize staff to set the Bid Opening Date on August 25, 2009 for the 2009 KLINK project, 23^rd Street from Ousdahl Road to Barker Avenue.
