Clinton Fiber Lease

 

 

         I.    Project Description   The City currently connects to the Clinton Water Treatment Plant via a leased T-1 communications line from AT&T which offers 1.5MB network speed connectivity between the Clinton Plant and the network data center at City Hall.  The Clinton Plant’s recent automations have identified the need for improved network connectivity for the Clinton Plant, and a fiber connection with 1GB connectivity speed (10GB in the future) will provide the ability to replicate data offsite, connect to databases at City Hall, Wastewater and the Kaw Water Plant, and many other services currently needed or planned

 

       II.    RFP Response   A summary of the proposals provided by the four vendors are listed in the table below:

     III.    Proposal Determination   The proposals were reviewed by a four person committee and all four proposals were found to have merit.   The AT&T and Sunflower proposals offered traditional lease agreements.  The Community wireless and Unite Private Network proposals both offered lease-to-purchase options with the ability to purchase fiber at the end of each proposed lease period.  The Community Wireless option included the option to purchase 192 fibers and a 20mb internet connection.  The Unite Private Networks included an option to purchase 12 fibers at the end of each lease period.  The offers were reviewed by the committee and were evaluated by the following criteria:

 

·         Project costs

·         Vendor experience

·         Compliance with requirements

·         Experience in providing like services

·         Qualified staff

·         Methodology and project approach

 

Sunflower Broadband’s offering ranked the highest in both the traditional scoring and weighted scoring that was based on above criteria.

 

     IV.    Project Funding   The project would be funded by the Utilities Department Communications / Telephone account 501-7210-581.34-01.

                       

       V.    Action Requests   Information Systems is recommending that the City of Lawrence authorize the City Manager to sign a 5-year lease-agreement with Sunflower Broadband for fiber connectivity between City Hall and the Clinton Plant for $1,500 per month along with a $2,000 installation fee.
