Identity Theft Prevention Program for Fire and Medical Accounts

The Fair and Accurate Credit Transactions Act of 2003 (FACTA) requires all creditors to develop and implement a policy by August 1, 2009 that detects, prevents and mitigates identity theft in connection with the creditor’s accounts. The Federal Trade Commission (FTC) has determined Ambulance/EMS providers are subject to the rules and guidelines, commonly known as the Red Flag Rule, as a result of billing for services rather than seeking immediate payment for services rendered.
Previously, policies have been adopted for Utility Billing and the CDBG Program. Based on Fire Department personnel review of adopted City of Lawrence policies and sample ambulance service policies, a program has been developed for the Lawrence/Douglas County Fire/Medical Department relating to ambulance billing services. Resolution No. 6846 adopts the Ambulance Service Account program.
Action Requested
Staff recommends adoption of Resolution 6846 as appropriate.
