RE:	Busker Festival Use of Right-of-Way Permit

Downtown Lawrence, Inc. (DLI) has submitted the attached application for a temporary use of right-of-way permit for the use of various sidewalks, parking spaces, and a portion of 8^th Street downtown for the Busker Festival, August 21-23.

Busker Festival activities are planned for the following locations and dates/times:

• Breezeway on the east side of the 700 block of Massachusetts on 8/21/09 from 8:00 p.m. to 10:00 p.m. and on 8/22/09 from 1:30 p.m. to 11:00 p.m.
• 8^th Street from Massachusetts east to the alley on 8/22/09 from noon to 11:00 p.m.
• Sidewalk and 8 parking spaces adjacent to US Bank at 9^th and Massachusetts on 8/21/09 from 6:00 p.m. to 10:00 p.m. and on 8/22/09 from 1:30 p.m. to 11:00 p.m.
• Sidewalk adjacent to Masonic Temple at 10^th and Massachusetts on 8/22/09 from 1:00 p.m. to 11:00 p.m.
• Sidewalk and plaza area on east side of Lawrence Public Library on 8/22/09 from 1:00 p.m. to 10:00 p.m.

US Bank, Central National Bank, Sunflower Outdoor, and the Lawrence Public Library have all indicated their non-objection to this use of right-of-way.

ACTION:       Approve temporary use of right-of-way permit to Downtown Lawrence, Inc. for the use of various sidewalks, parking spaces, and a portion of 8^th Street downtown for the Busker Festival, August 21-23, 2009.
