RE:

Project #PW0915 – Exchange Place/Fairfield Drive, Street, Storm Sewer, Waterline Improvements – Supplemental Agreement

July 21, 2009 Consent Agenda Item

Please include the following item on the City Commission consent agenda for consideration at the July 21, 2009 meeting:

Project Details

Project #PW0915, includes the design of streets, sidewalks, storm sewer and waterline for Fairfield East Addition No. 1.  The design includes a significant storm sewer to address the entire drainage area.  A large regional detention basin is part of the project.  The depth of the detention pond will not allow us to slope the banks and stay within the area/property designated for stormwater detention; therefore a modular retaining wall needs to be constructed.  Additional engineering and geotech services are necessary for this design element.

Project Status

The development group has a prospective client who plans to build a facility this fall.  Infrastructure needs to be completed as soon as possible.

On April 7, 2009 the City Commission approved Resolution 6831 and 6832 establishing the benefit district. On July 14 the City Commission approved Resolution 6842 and 6843 re-establishing the benefit district due to a plat name change. The improvements will be paid 100% by the benefit district with no city expenditure.

Engineering ContractOn April 14, 2009 the City Commission approved an engineering contract with Peridian Group for the street, storm sewer, and waterline improvements for Fairfield East Addition No. 1.  Peridian has submitted a supplement to the original engineering contract ($98,600) in an amount not to exceed $6,000.  The development is aware and concurs with this addition to the engineering contract.

Action Requested.  Authorize City Manager to execute Supplemental Agreement and Purchase Order with Peridian Group in an amount not to exceed $6,000.

Respectfully submitted,

Charles F. Soules, P.E.
