Resolution 6841 –Ratification of the Lawrence Journal World as the Official City Newspaper |
K.S.A. 64-101 establishes the requirements that must be met by Kansas cities for the publication of legal notices including resolutions and ordinances. Any newspaper that publishes legal publications for a city must meet several requirements. Such a newspaper must:
· Be published at least weekly 50 times a year and have been so published at for at least one year prior to the publication of any city’s legal notice.
· Be entered at the post office as periodical class mail matter.
· Have general paid circulation of a daily, weekly, monthly or yearly basis in the county in which the city is located in.
· Not be a trade, religious or fraternal publication.
· Be published in the county where the city publishing is located unless there is no qualifying newspaper in that county in which case the newspaper must have a paid circulation in the county.
The Lawrence Journal World has met and continues to meet these requirements for the City of Lawrence. Staff recommends we continue to use a newspaper that is published daily because of the volume and types of materials the City routinely publishes.
Because it is important to be able to quickly identify the resolution that adopts the City’s official newspaper it seems to be prudent to reaffirm The Lawrence Journal World as the official newspaper for the City of Lawrence. Resolution 6841 has been prepared for this purpose, and I recommend that the City Commission consider passing this resolution.
