SCOPE OF WORK:

 

The City of Lawrence Utility Department is seeking bids for sanitary sewer main point repairs, force main repairs and air relief valves. The department continues to find pipe defects that need to be corrected immediately so that customer service is not affected and to prevent sanitary sewer overflows. Most of the point repairs will include Vitrified Clay, Truss and PVC pipe. The pipe diameter will vary between 6” and 48” pipe. Sewer mains vary in depth between 3 feet and 26 feet deep and are located in various soil, rock and easement conditions.

 

 

INTENT:

 

It is the intent of this specification to provide for the repair of sanitary sewer mains, force mains, air relief valves and manholes of 6 inch diameter and larger, owned by the City of Lawrence Kansas. The contract will be for a one year period with the option to renew for four additional one year periods providing both part agree and funds are available.

 

This specification is not intended to be interpreted as restrictive, but rather as a measure of the safety, quality and performance which all sewer point repairs bids will be compared.

 

In comparing proposals, consideration will not be confined to price only. The successful bidder will be one whose services are judged to best serve the interests of the City when price, safety, quality and delivery are considered. The City of Lawrence reserves the right to reject any or all bids or any part thereof, and to waive any minor technicalities. A contract will be awarded to the bidder submitting the lowest responsible bid meeting the requirements of this specification.

 

 

 

 

GENERAL

 

The specification herein states the minimum requirements of the City. All bids must be regular in every respect. Unauthorized conditions, limitations, or provisions shall be cause for rejection. The City of Lawrence will consider as “irregular” or “non-responsive” and reject any bid document not prepared and submitted in accordance with the bid document and specification, or any bid lacking sufficient technical literature to enable the City to make a reasonable determination of compliance to the specification.

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

It shall be the bidder’s responsibility to carefully examine each item of the specification. Failure to offer a completed bid will cause the proposal to be rejected without review as “non-responsive”. Deceit in responding to the specification will be cause for rejection.

 

CONTRACTOR RESPONIBILITIES

 

The Contractor’s attention is drawn to the following terms, conditions and responsibilities:

 

  1. Bidders must be a licensed plumbing contractor with the City of Lawrence Kansas prior to bid date. All bidders must have a minimum of 10 years experience installing/repair of sanitary sewer mains 6 inch to 48 inch in diameter and installing service connections. Only licensed plumber can install service connections and pipe as per City of Lawrence specifications.

 

  1. Contractor shall be bonded and provide Liability Insurance.

 

  1. Contractor is required to respond and have repair work started within one hour of notification from City of Lawrence Utilities Department.

 

  1. Contractor is required to be available 24 hours a day, 7 days a week for emergency repairs.

 

  1. The Contractor is responsible for obtaining utility locates and damage to property and other utilities.

 

  1. The Contractor is responsible for any damages caused by sewer stoppages due to negligence during the sewer main repair.

 

  1. Where work is located in traffic areas, The Contractor is required to place proper traffic warning devices to protect the specific job site and to prevent accidents or personal injury to the public and workers as per the latest revised MUTCD.

 

  1. The Contractor shall be responsible for trenching/shoring and confined space entry as per the OSHA standards.

 

  1. The Contractor shall be responsible for preventing sanitary sewer overflows and by-pass pumping. Sanitary overflows must be reported immediately.

 

  1. The Contractor shall provide all parts and materials to complete repairs: including pipe, clamps, and fittings. Contractor shall have an inventory of truss pipe, PVC pipe, SDR pipe, Ductile Iron pipe, Cast Iron pipe, in various sizes, Fernco clamps, repair clamps, wye connections, 

 

  1. The Contractor shall warrantee each repair for 12-months from the day of repair completion. This also includes property restoration; grass seed, sink holes, sidewalks, streets, fencing or any other work associated with the repair.

 

  1. The Contractor shall comply with all Federal, State and Local Laws.

 

  1. The Contractor shall comply with the Lawrence Utilities Management System Contractor Rights and Responsibilities.

The Contractor shall submit references for licensed plumber work and city main repairs, which the City can verify. Each reference shall be for work actually performed by the Bidder. All references shall pertain to actual sewer repair work performed by the Bidder. Reference work shall have been performed with the manner of application specified herein.

 

ALL REFERENCES WILL BE TREATED AS THE CONTRACTOR’S CONFIDENTIAL BUSINESS INFORMATION. Previous work for the City may be used as references.
