SCOPE OF WORK:
The City of Lawrence Utility Department is seeking bids for sanitary sewer main point repairs, force main repairs and air relief valves. The department continues to find pipe defects that need to be corrected immediately so that customer service is not affected and to prevent sanitary sewer overflows. Most of the point repairs will include Vitrified Clay, Truss and PVC pipe. The pipe diameter will vary between 6” and 48” pipe. Sewer mains vary in depth between 3 feet and 26 feet deep and are located in various soil, rock and easement conditions.
INTENT:
It is the intent of this specification to provide for the repair of sanitary sewer mains, force mains, air relief valves and manholes of 6 inch diameter and larger, owned by the City of Lawrence Kansas. The contract will be for a one year period with the option to renew for four additional one year periods providing both part agree and funds are available.
This specification is not intended to be interpreted as restrictive, but rather as a measure of the safety, quality and performance which all sewer point repairs bids will be compared.
In comparing proposals, consideration will not be confined to price only. The successful bidder will be one whose services are judged to best serve the interests of the City when price, safety, quality and delivery are considered. The City of Lawrence reserves the right to reject any or all bids or any part thereof, and to waive any minor technicalities. A contract will be awarded to the bidder submitting the lowest responsible bid meeting the requirements of this specification.
GENERAL
The specification herein states the minimum requirements of the City. All bids must be regular in every respect. Unauthorized conditions, limitations, or provisions shall be cause for rejection. The City of Lawrence will consider as “irregular” or “non-responsive” and reject any bid document not prepared and submitted in accordance with the bid document and specification, or any bid lacking sufficient technical literature to enable the City to make a reasonable determination of compliance to the specification.
It shall be the bidder’s responsibility to carefully examine each item of the specification. Failure to offer a completed bid will cause the proposal to be rejected without review as “non-responsive”. Deceit in responding to the specification will be cause for rejection.

The Contractor shall submit references for licensed plumber work and city main repairs, which the City can verify. Each reference shall be for work actually performed by the Bidder. All references shall pertain to actual sewer repair work performed by the Bidder. Reference work shall have been performed with the manner of application specified herein.
ALL REFERENCES WILL BE TREATED AS THE CONTRACTOR’S CONFIDENTIAL BUSINESS INFORMATION. Previous work for the City may be used as references.
