Grant Opportunities: Kansas Clean Diesel Program

Background Information:

 

The Kansas Department of Health and Environment has received grant funding from the EPA and ARRA to establish a Kansas Clean Diesel Program. The purpose of this program is to improve air quality through repowering, retrofitting or replacing older diesel equipment with new cleaner technology.  

 

Current Status:

 

The Central Maintenance Garage is proposing to submit three projects for this grant opportunity.  

  1. Partial funding for the purchase of a replacement for Ladder 2. The Fire Department five-year Capital Improvement Plan includes the replacement of the current 1986 Spartan Aerial Ladder in 2009. 
  2. Partial funding for a biodiesel electric hybrid aerial lift truck for Parks and Recreation forestry division.
  3. Funding for exhaust emission control retrofit devices for Public Works trucks and equipment.   

 

Funding:

 

The anticipated cost of an aerial platform ladder is $1,205,591.  The grant funding is applicable until June 30, 2010. The purchase of this piece of equipment will be recommended using infrastructure sales tax funds and debt issuance; any grant funds obtained would reduce the amount of debt necessary.

 

Funding for the base cost of the hybrid aerial lift for the forestry division would come from reserves and the additional cost of the hybrid components would come from grant funding. This vehicle will not be purchased at this time unless grant funding is awarded at a level that makes this purchase reasonable. Cost estimates for a diesel-electric aerial truck are approximately $190,000. The hybrid components cost $70,000, which could be covered by the grant. This would bring our cost to $120,000.00 (equivalent to a conventional aerial truck). With grant funding this would allow the city to make an environmentally friendly purchase without the additional expense.

 

Funding for the diesel emission devices is covered 100% by the grant.

 

Action Request:

 

We are requesting authorization to pursue this grant. Applications need to be received by KDHE no later than June 30, 2009.
