Request City Manger approval to start the RFP process for the lime lagoon clean-out & beneficial reuse of the residuals.

I. Project Description. The City of Lawrence Kaw Water Treatment plant pumps it’s spent lime to the Wastewater treatment lagoon facility for storage. The RFP is for the cleaning, removal, and beneficial reuse of a liquid to semi-solid lime residuals. The proposal should be for the removal of approximately 0.9 million gallons of material at a range of 30 – 70% Total Solids.
II. Project Description/History. In the past, the lime has been beneficially reused in two ways: 1) Applied to farmland to raise the pH of the agricultural land, and 2) The spent lime was mixed with soil to be used around construction sites. All activities must be conducted in a manner which meets all existing regulations and requirements and shall not negatively affect the City’s public relations and existing relationships with area farms.
III. Project/Item Funding. The 2009 Kaw Water Treatment budget has allocated $120,000 for the lime solids removal for the year from the other contractual services line item.
IV. Action Request. City Manager approval to start the RFP process for the lime lagoon clean-out & beneficial reuse of the residuals.
