RE:	Alcohol Beverages on the North side of Watson Park

Staff received a request to allow alcoholic beverages for the north side of Watson Park for a special event.  Specific information about the request is included below.

Lawrence Originals Food Festival on July 4, 2009

We received a request from Lawrence Originals for a food festival, to allow the possession and consumption of alcoholic beverages on July 4, 2009 from Noon to 11:00 p.m.  Constance Wolfe has reserved the north side of Watson Park for July 4^th with the Parks & Recreation Department.  The possession and consumption of alcoholic beverages at South Park is prohibited by City Code. However, City Code section 4-105(E) allows the City to exempt, by ordinance, specified City property from the prohibition of alcoholic beverages on public property.  Therefore, an ordinance allowing the possession and consumption is required.   Ordinance No. 8418 is attached for the Commission’s consideration.  Section 1 of Ordinance No. 8418 authorizes the possession and consumption of alcoholic beverages on July 4, 2009 in Watson Park (north side) from Noon to 11:00 p.m., provided such possession and consumption is otherwise pursuant to the Code of the City of Lawrence, Kansas and the laws of the State of Kansas and the rules and regulations of the Parks and Recreation Department.
