RE:

Project No. PW 0906

West 9th Street, Tennessee to Iowa, Mill and Overlay, Curb Repair

Future Bike Lanes

Mill and Overlay along West 9th Street (from Tennessee to Iowa) including curb repair where needed is part of the 2009 Street Maintenance Program (attached, was approved by the City Commission on January 27, 2009.) This is a maintenance project and does not include widening or reconstruction of West 9th street with the exception of adding a left turn lane for eastbound traffic at the intersection of 9th and Avalon.

On January 20, 2009, Street Maintenance Map for 2009 was presented to the Bicycle Advisory Committee (BAC) for their review and comments. Minutes of that meeting are attached with this memo.  Feasibility of bike lanes along West 9th Street (from Tennessee to Iowa) was specifically discussed at the meeting. It was pointed out to the BAC members that there was not enough room within the limits of the existing footprint of the roadway to accommodate bike lanes as part of the 2009 Mill and Overlay project; therefore, it would not be physically possible to add bike lanes without widening West 9th Street. It was also noted that widening 9th Street would significantly increase the cost and change the scope of the Mill and Overlay project.

While the BAC members appreciated that adding bike lanes was beyond the scope of the Mill and Overlay project and did not have any objection to proceeding with the project as planned, they recommended that bike lanes be added along West 9th Street when reconstruction of that street takes place in the future. The Bikeway System Map (attached) for Lawrence has been updated accordingly to include future bike lanes along West 9th Street.
