RE:	Authorization to Negotiate Scope of Services and Fees related to the Wastewater Master Plan and Authorization of Request for Proposals for Water Master Plan

Wastewater Master Plan:

At the City Commission study session on May 19, 2009. the City Commission discussed the proposed scope for the wastewater master plan and the water master plan.   Based upon the discussion, staff understands the following to be priorities for the City Commission regarding the scope and components of the wastewater master plan:

• Take into account both growth and maintenance needs
• Create an interactive, and customized model that staff can use and update, avoiding need for outside services to update master plan
• Attention to infill options
• Avoid “cut and paste” from 2003 master plan
• Timing of projects identified need to flex with growth and economic trends

Also, based upon the discussion, the Burns & McDonnell/BG Consultants team have prepared a brief presentation that also addresses the City Commission’s discussion. 

Staff suggests authorization to for staff to proceed with negotiation of the scope and fees with the Burns & McDonnell/BG Consultants team for the wastewater master plan agreement and would bring the agreement back for City Commission authorization at a future meeting.

Water Master Plan:

Staff has prepared an outline of a scope of services to include in a Request for Proposals for the water master plan.  Staff seeks authorization from the City Commission to proceed with issuing this RFP.  The City Commission may wish to have representation on the selection committee for the consultant. Once a consultant is identified, staff would bring the item back to the City Commission for authorization to proceed to the negotiation phase, at which time a detailed scope and fee schedule would be developed.  Staff would again return the item the City Commission once a scope and fee were developed for final authorization.
