Extension of Water/Sewer Services at Lawrence Municipal Airport

Approval of Engineering Services Agreement

 

Please include the following item on the City Commission consent agenda for consideration at the May 26, 2009 meeting:

 

Project Background The airport is located north of US Route 24/40 about one-half mile east of Third Street.  It is a valuable asset to the City, currently accommodating over 32,000 operations annually and generating over $9 million dollars in local revenue for the economy.  The airport is approximately 500 acres, has two runways, a terminal, 36 t-hangars, and several small on-site aviation services and hangars used by local businesses and individuals.  The airport is an “island’ of city property, located about a mile north of the City border.

 

While the airport provides a valuable service to the community, it is currently underutilized due in part to inadequate City infrastructure.  The airport is served by an 8 inch waterline for basic office use, but is insufficient for fire suppression.  Wells have to be drilled for fire safety, and there may be a limit to the number of wells that can be drilled.  Airport facilities have no sewer services, using septic instead.  County regulations prohibit more than one septic and lateral field every three acres.  This requires land that could otherwise be used for development to remain as open space for septic.

 

There is an immediate need for additional sewer facilities at the airport.  At least one septic system is failing, and some recent firm inquiries would require greater service capacity by late spring of 2010.  Also, a number of business inquiries have occurred over the last year for locations at the airport that suggest that the airport has more demand for business space than can be accommodated by existing Water and Sewer service.

 

Project Status.  On May 5, 2009 the City Commission directed staff to negotiate an engineering contract with BG Consultants for the extension of a water main and sanitary sewer service.  The City also requested that a review of both traditional and non-traditional delivery methods be explored with respect to the sanitary sewer service.

 

Water UtilityThe scope for the extension of water service includes extending a 12” main north on N. 7th Street (E1500 Road) to HWY 24/40, then east on 24/40 to Airport Road, and extending an 8” main north to Bryant Way.  The water main will be installed within existing right-of-way where possible.  The engineering proposal for construction plans is $86,006.

 

 

The current water system includes an 8” line and well system for fire protection.  To prepare the airport for growth and business opportunities the looping of this line is necessary for both domestic/commercial usage and additional fire protection.  The project schedule would include:

June – September 2009

Bid

September, 2009

October - December 2009 / January 2010

Estimated construction project budget of $1.1 million

 

Additional Information:  RWD #13 serves the area around the airport.  RWD #13 is tied onto the City’s 8” main just east of the terminal and has a 2” main on E1500 Road.

 

Sewer UtilityAs directed by the City Commission, BG Consultants has prepared an agreement with a scope of services that include alternative treatment options.  The study will look at:

§         Lift station and force main

§         Septic holding well and hauling 

§         Constructed wetlands/green machine

§         Packaged treatment system

§         Tree farm

 

 

 

 

 

 

These options will be evaluated based on the following parameters:

§         Ability to handle projected wastewater characteristics

§         Ability to operate without interference with airport operations

§         Expandability

§         Permitting

§         Operation

§         Applicability for short/long term use

 

 

 

 

 

 

 

The study will also review the 2000 study completed by Black & Veatch.  The cost of the study is $38,438.00.  The study is anticipated to be completed by September 2009.  Upon approval of a sewage handling process the design could then proceed.  Pending the option selected, this could take approximately 3-4 months.  The project could be bid in January/February 2010, with construction (dependant on weather) completed by this time next year.  By the time DAR is ready to begin their operations, interim measures such as collecting and hauling the wastewater may be necessary.  

 

Staff has discussed alternative treatment options with KDHE (email attached).  Alternative treatment methods may require additional technical analysis beyond the proposed scope and may take longer to receive KDHE permit approval.  The proposed scope of services will provide comparative analysis, projected construction and operational costs, and identify potential issues with permitting.  An alternative treatment option, as part of the design, will also need additional analysis to provide specific discharge information, stream impact, and other environmental considerations.

 

In light of potential KDHE permitting issues, the 2000 study, schedule/timing, and costs, staff asked BG to also prepare a scope of services for the design of a lift station and force main.  The proposed scope would include an engineering report to identify alignment, pump station sizing,

 

 

 

pump station capacity, gravity sewer alignment, odor control, and interim service delivery.  The

design would include approximately 4,700 ft. of 8” gravity sewer, lift station, and approximately 8,650 ft. of 4” force main.  A proposed completion schedule would include:

Construction complete

April/May 2009

The estimated construction cost is $1.5 - $2 million.  The proposed design fee is $146,786.00.

 

Action Requested:

·         Authorize City Manager to execute an Engineering Services Agreement with BG Consultants for the extension of a water main to the Airport in an amount of $86,006.

·         Provide direction on sewer utility:

         a)  Authorize City Manager to execute an Engineering Services Agreement with BG  Consultants in the amount of $38,438 for a study of options for sanitary sewer service at the Airport,

 

              - OR -

 

         b)  Authorize City Manager to execute an Engineering Services Agreement with BG Consultants in the amount of $146,786 for the design of a lift station and force main to provide sanitary sewer services to the Airport.
