Draft Water Master Plan Scope Outline

 

Analyze scenarios for population growth, land uses, service area expansion, changes in regulatory requirements, and provide resulting water supply, treatment and distribution expansion and rehabilitation requirements to address the projected needs.

 

Base Data and Projections

Population, employment, land use, growth area - match wastewater scenarios

Historical water usage and demand cycles

Wholesale water contract changes

Projected water usage based on above growth scenarios and contract terms – city service area - match wastewater scenarios

 

Water Supply

Review existing water supplies and associated water rights

Analyze existing raw water infrastructure capacity and condition

 

Water Treatment

Review existing water treatment infrastructure capacity and condition

Review existing and pending regulatory requirements

Provide compliance schedule for pending regulations

 

Distribution System

Review existing distribution system infrastructure capacity and condition

Assess available hydraulic modeling software, review with Staff and recommend system

Develop and calibrate hydraulic model to existing system dynamics

Analyze future growth scenarios and system conditions - match wastewater scenarios

 

Alternatives to Address Identified Needs

Evaluate infrastructure improvements and rehabilitative efforts to accommodate system demands and operation per findings of hydraulic modeling scenarios - match wastewater scenarios

Present alternatives including capital costs

Provide recommended improvements based on above

Provide strategy to provide for raw water needs

Provide strategy and funding requirements to address existing system rehabilitative needs

 

Capital Improvements Plan

Provide schedule and estimated costs for CIP to address recommended alternatives per growth scenarios - - match wastewater scenarios

Provide population, land use and other criteria that trigger recommended improvement - - match wastewater scenarios

 

Hydraulic Model

Procure software to be licensed and delivered to City

Create and calibrate dynamic, all pipes water system model - match wastewater scenarios

Deliver software and calibrated model files, including growth scenarios and recommended improvements, to City

Provide training on model operation

 

 

Rate Model

Evaluate the cost of system improvements on user charges by utilizing the City’s existing rate model. Provide several different growth rate scenarios and possible water utility infrastructure responses to these scenarios - match wastewater scenarios
