refuse trucks – Public Works DEPARTMENT– Bid#09026

Public Works Solid Waste requested bids for three rear load refuse trucks, one front load truck, one hook lift truck and one roll off truck.  Solid Waste equipment is replaced according to our equipment replacement schedule.  The equipment replacement schedule is based on age, mileage, hours of use, and cost of maintenance and upkeep.  Solid Waste has three rear load trucks, a hook lift truck and a roll off truck that meet the criteria for replacement.

Rear Load Refuse Trucks

We recommend the 3^rd low bid meeting specifications for the three rear load refuse trucks from Downing Sales & Service for $359,004.00.  There was a combination of four chassis manufacturers, five models and two different packers bid on this truck.  The two lower bids from Downing do not meet the turning radius specifications.  There are also three lower bids from American Equipment that do not meet specifications.  None of these meet the tailgate length specifications and two do not meet hopper opening specifications.  Solid Waste would like to trade in three 2000 trucks, Units 460, 461, and 462.  Downing offered $36,000 each for the trucks.  Gov Deals recently sold several 2002 rear load trucks for between $15,000 and $30,500.  All vendors that submitted bids are from the Kansas City area.  No local vendors submitted bids.

Front Load Refuse Truck

We recommend the low bid from Downing Sales & Service for $177,956.00 for the front load refuse truck.  There was a combination of two different chassis manufacturers and two different body manufacturers bid on this truck.  We would like to add an optional hopper camera for an additional $962.00 for the total amount of $178,918.00.  All vendors that submitted bids are from the Kansas City area.  No local vendors submitted bids.

Hook Lift Refuse Truck

We recommend the low bid from Downing Sales & Service for the hook lift truck for $64,740.00.  There were four different chassis manufacturers bid on this truck.  Solid Waste would like to trade in Unit 498.  Downing offered $20,500 trade for the hook lift truck.  At this time there are no hook lift trucks for sale on Gov Deals.  All vendors that submitted bids are from the Kansas City area.  No local vendors submitted bids. 

Roll-Off Refuse Truck

We recommend the second low bid from American Equipment for the roll off truck for $91,428.00.  There was a combination of five different chassis manufacturers and two different body manufacturers bid on this truck.  The low bid from American does not meet the transmission specifications.  Solid Waste would like to trade in Unit 492.  American Equipment offered $44,000 for our 2001 roll-off truck as trade.  Gov Deals had only one 2002 roll-off truck that sold for $17,025.  All vendors that submitted bids are from the Kansas City area.  No local vendors submitted bids. 

Recommendation Action:

Award bid for three (3) rear load trucks for $359,004.00, one (1) front load truck for $177,956.00, and one (1) hook lift truck for $64,740.00 for the Public Works Department to Downing Sale & Service and one (1) roll-off truck for the Public Works Department to American Equipment for $91,428.00.
