Dear Steve:

 

The recommendations for the re-roofing project so go to the lowest most acceptable bidder, with that said the apparent low bidder specifying the proposed system in JB Turner and Son’s Roofing and Sheet Metal.  JB Turner’s bid of $77,687 includes $2700 in tuck pointing that is required to keep water out of the masonry coping cap.  The roof replacement will include the east wing and the upper two roof sections as requested by the City of Lawrence.  The roofing contractor is from Topeka KS and is an open shop specializing in low sloped roofing.

 

Justification for the low bid roofing system:

 

According to the submittals provided by Diamond Everley, the lowest bid was non compliant for the following reasons. 

#1) Insulation Adhesive = Twin Pack Insulation Adhesive is a two component low-rise polyurethane adhesive vs. the specified High Velocity adhesive which is a single component cured asphaltic based urethane.

#2) Membrane Adhesive = Cold MB Adhesive consists of an asphalt matrix blended with fibers and selected performance additives, vs. HVMA by Soprema which is a urethane asphaltic moisture cured cold adhesive, per ASTM D 4479-93.

#3) Base ply = SBS Poly 85 mil base is a modified bitumen SBS sheet reinforced with a  190 g/sq non woven polyester mat enhance with glass fiber strands vs. Elastophene 180 sanded specified as a base sheet of fiberglass reinforced SBS modified 90 mils thick, per ASTM D 6164, G Type I, Grade S..

#4) Top ply =  SBS Premium FR is a granulated surfaced BSBS membrane with a 250 g/sq.m non woven polyester mat with continuous glass fiber strand reinforcement vs. the specified Soprema Elastophene 180 PS which is a non-woven polyester reinforcement of SBS blended polymers with a nominal thickness of 2.2 mm, per ASTM D 5147-97. 

#5) Testing approvals = Diamond Everley as bidding Firestone provided no proof of Metro Dade wind uplift ratings as part of this specification.

 

It is in the opinion of this specifier that the Diamond Everley Company failed to meet the specified system with their proposed Firestone manufacturer, hence C.R.S. is recommending to the City of Lawrence that they take the lowest most acceptable bid from JB Turner and Son’s Roofing and Sheet Metal.
