Please include the following item on the City Commission consent agenda for consideration at the April 14, 2009 meeting:
Project History. This project received an $800,000 earmark in late 2006. The City hired Wilson & Co. in August 2008 to complete a concept phase and alignment study. The contract with Wilson & Co. included completion of a concept alignment, public input, design memorandum, and a formal submittal summarizing how the concept alignment was determined. This work completed approximately 10% of the design. The cost for this work was $219,330.
The attached memos provide the calendar of events to date for the project including public meetings, steering committee meetings, and City Commission meeting. The web site http://www.lawrenceks.org/public_works/31st contains the options reviewed, meeting minutes, and preferred alignments.
Project Status. Within the current contract Wilson & Co. has completed the concept alignment and vertical/horizontal curves (approximately 10% of final design). The next step would be to develop a design memorandum and plan sheets for final presentation to the City Commission. To date the City has paid Wilson & Co. $107,369.71. The original contract with Wilson & Co. was $219,330.00.
Staff is recommending that we close the current contract with Wilson & Co. and put the remaining $111,960.29 toward development of final construction plans. With community (general public, city/county stakeholders, various commissions, City staff, and neighborhood, business, and environmental group) consensus on the preferred alignment and design, the City would be ahead financially to use the saved $111,960.29 toward total engineering costs for final plans. The complete and approved final plans would put Lawrence in a good position if a second phase of stimulus funding or a new state transportation program were approved.
The proposed design contract, in the amount of $375,315, would produce a set of final construction plans approved by KDOT. This figure includes preliminary plans, field check plans, right-of-way plans, office check plans, and final construction plans. KDOT has begun review with Wildlife and Parks, Historical Society, KDHE, DWR, and Environmental. The estimated construction cost is $6.5 - $7.5 million. The total engineering fees, including the proposed design cost of $375,315, and the study cost to date of $107,369.71, is approximately 6% of the construction cost, which is very good. These costs (study, design) are being reimbursed through KDOT from the $800,000 earmark. Deducting the proposed design fee and the study cost from the earmark would leave the City with a little over $300,000 for right-of-way acquisition.
Wilson & Co. has done a great job creating community support and has listened to the community’s need. They are a well qualified and capable firm.
Action Requested. Authorize City Manager to enter into a contract with Wilson & Co. for final design of 31st Street from Haskell Avenue to O’Connell Road in an amount of $375,315.
