Project Description.  This crack and joint sealing project includes a number of City streets that include multiple arterial streets and also downtown street locations.  Streets to receive crack sealing are determined to be in generally good condition.  Crack sealing is a preventative maintenance technique applied to cracks and joints to prevent the intrusion of moisture into the subgrade and to slow pavement deterioration.  Over time, water infiltration through cracks and joints will lead to subgrade destabilization and additional pavement distresses.  Those street locations that are deteriorated beyond the recommended condition for crack sealing will be included in future microsurfacing or milling and overlay programs.

Project History.  The city’s annual pavement maintenance program was reviewed and approved by City Commission on January 27, 2009.  Of the various program projects, the 2009 Curb and Gutter Replacement Program, W 9th St Tennessee to Iowa Sales Tax Program Rehabilitation Project, KLINK Overlay of W 23rd St from Iowa to Kentucky Ct, 2009 Overlay Program Phases 1, 2, and 3, and the 2009 Microsurfacing Program are also planned for this construction season as presented at the January 27, 2009 City Commission Meeting.

Project Details.  The project includes the sealing of all cracks and joints on existing city streets (see attached location map).

Project Funding.  The pavement maintenance program is funded from several sources including the general fund, gas tax funds, sales tax and sales tax reserve, and capital improvement reserve accounts.  This contract was included in the 2009 Street Maintenance Program for crack sealing to be paid from the general fund.

Action Request:  Approve bid from Missouri Pavement Maintenance, Inc. for the 2009 Crack Seal Program - Project No. PW0904 in the amount of $242,000.00 provided the contractor can meet the terms established in the contract documents.
