Following is a status update on various items related to traffic control and other infrastructure related issues.
Traffic Control
Staff generally supports the Traffic Control Plan (see attached letter from Mr. Thomas Fritzel) to keep Indiana (between 11th and 12th), 12th (between Louisiana and Indiana) and Oread (between 12th and 13th) closed until December of 2009, with access to local traffic only. The proposed closure would enable the contractor to get the project done much faster and safer for both the public and the contractor. Allowing through traffic along these roads during construction would require the contractor to perform construction activities in phases and would certainly delay the completion of the project. This is essentially the same Traffic Control Plan (see attached) previously approved by the City Commission, in place since March of 2008, and working well.
Design Revision
There has been one major revision in the plan since the submission of the original Development Plan. The original Development Plan (see attached) included a “football shape” island on Oread Avenue; in the most recent Public Improvement Plan (currently under review by city and KU staff), there is no plan for the island (see attached). This island was proposed as an aesthetic feature to the overall environ. Therefore, staff has no concern regarding the elimination of the island from the scope of the proposed public improvements. In addition, it will be easier for the buses to get through these areas without the island.
Portion of Indiana (from just north of the hotel to the intersection of 11th and Indiana) has been added to the project for reconstruction; this was not previously included in the public improvement plans. To pay for the cost of this portion of the project, city will contribute a fixed amount of $50,000.00 included in the contracted street maintenance program and the balance will be paid by the developer.
Stairway between 12th and Mississippi
Engineering design and construction plans for this work are not yet complete. Based on my conversations with the project architect, these plans will be submitted to the city for review in the very near future. This item was included in the original scope of the TIF along with other infrastructure improvements for this project. This work is also being coordinated with KU staff.
Sidewalk along the east side of Mississippi
Attached map shows the locations of sidewalk removal and replacement along the east side of Mississippi between 11th Street and the KU parking garage; estimated cost for this work is $10,000.00; This work will be completed by the developer and the city will reimburse the developer.
