UBS/O’Reilly Site Work – 23rd Street Access Management Improvements

           

On September 16, 2008, the City of Lawrence opened proposals for the following:

The low bid from R.D. Johnson was approximately $10,000 more than the engineer’s estimate.  The engineer’s estimate underestimated the bid item for relocating parking lot lights by $9,000, the primary reason for the difference.  Concrete pavement costs were $2,500 more than the engineer’s estimate but are in line with recent price increases for concrete materials.

 

The project has been on hold due to the ownership change of the O’Reilly Auto Parts property and is now scheduled for construction in March/April 2009.

 

Project Description

This project consists of consolidating two existing driveways into one shared driveway located along the north side of 23rd Street just east of the intersection of 23rd and Naismith. In order for this driveway to function as a shared access for both properties (UBS Bookstore and O’Reilly Auto Parts), some site improvements will be necessary. The proposed site improvements would include closing two existing entrances, construction of one shared concrete driveway, additional full depth asphalt pavement to make room for additional parking spaces, storm water inlets and pipes, mill and overlay of parking lot, sidewalks, landscaping and miscellaneous other items.  The shared access for UBS and O’Reilly will line up with the future consolidated access drive at Dillon’s Grocery Store.

 

The scope of the proposed improvements has been reviewed and accepted by the Kansas Department of Transportation and the property owner. Site plan for the project was prepared by city engineering staff and has been approved by the Planning Director.

 

Project History

September, 2002:  Final report for 23rd Corridor Study was completed by the Metropolitan Planning Office of Lawrence-Douglas County Planning Department.

July, 2003:  The City applied for Economic Development Funds to consolidate access points along 23rd Street corridor east of Iowa Street, as outlined in the 23rd Street Corridor Study.

April, 2004:  23rd Street Access Management Improvement project was selected by Kansas Department of Transportation for Economic Development Funding.

October, 2004:  HNTB Corporation was hired to prepare plans for access management improvements on 23rd Street between Iowa and Louisiana. During the design phase, 10 locations were selected for access consolidation and / or modifications which would have impacted 16 property owners. While the initial discussions with the property owners were encouraging and optimistic, in the end most of them backed out of the plan. It seemed there might be about 5 places where access consolidation was still feasible.

June, 2007:  HNTB Corporation handed over all project files and information to the City, and the Public Works Department has been taking on in-house design projects to implement the access consolidation where possible.

 

Project Status

So far, two projects have been completed as part of the comprehensive access management plan along 23rd Street corridor.

1.   Long John Silver and Mongolian BBQ at 23rd and Naismith; two existing access          driveways were consolidated into one shared access driveway in 2006.

2.     CVS Pharmacy and El Mezcal Restaurant at 23rd and Iowa; Three existing access   driveways were consolidated into one shared access driveway in 2007.

 

The proposed project to construct the shared driveway for UBS Book Store and O’Reilly Auto Parts will be the third access management project along 23rd Street corridor.

 

Project Funding

This project has been funded by the Economic Development Fund program sponsored by Kansas Department of Transportation, with State participation of 75% of construction costs up to a maximum of $500,000.00. The City is responsible for the 100% of design fee and 100% of the construction costs in excess of $500,000.00. In October 2004 Resolution No. 6568 was adopted by the City Commission for a total amount of $550,000.00 to pay for the engineering design services and the city’s share (25%) of the construction cost.
