RE:	CPA-2004-02; Comprehensive Plan Amendment to Horizon 2020, Chapter 7: Industrial and Employment Related Land Use.

This item was last before the City Commission at their October 21, 2008 meeting, where the commission tabled consideration of this item pending Board of County Commission input. Staff presented this to the Board of County Commission (BoCC) at their November 12, 2008 meeting, where after lengthy discussion, the Board approved the Planning Commission’s (PC) recommended version of CPA-2004-02 (Exhibit 1: PC Approved Chapter 7 May 2008 Edition), and adopted its associated Joint City Ordinance (8283)/County Resolution unanimously by a 3-0 vote.

Attached, as supporting documentation is:

• The Board of County Commissioner’s (BoCC) approved draft labeled “Exhibit 1: PC Approved Chapter 7 May 2008 Edition”.
• The revised Joint City Ordinance (8283)/County Resolution that reflects the BoCC approved version.
• The Board of County Commissioner’s memo dated November 5, 2008 which outlines activity on this item since the Planning Commission’s May 21, 2008 recommendation and which outlined four options for their consideration.
• The draft chapter labeled ““Exhibit 1: Chapter Seven – Industrial and Employment Related Land Use in Horizon 2020 October 2008 Edition” which reflects changes requested by the City Commission at their September 23, 2008 meeting.
• The Staff Report for CPA-2004-02 from the May 21, 2008 Planning Commission meeting.

The Board of County Commissioner’s meeting minutes will be updated as part of the agenda packet items as soon as they are available, which is expected to be in the early part of December.

Recommendation:

Approve CPA-2004-02, amending Horizon 2020, Chapter 7, and adopt on first reading Ordinance 8283, reflecting the draft version labeled “Exhibit 1: PC Approved Chapter 7 May 2008 Edition” (PC recommended 7-2 5/21/08, BoCC approved 3-0 11/12/08) This option only requires a majority vote.
