Re : Consider approval of 45-mph design speed for 31st Street Concept Study
During this morning’s joint City/County commission work session, there was some discussion on design speed for an improved 31st Street from Haskell Avenue to Route 1057. Our consultant, Wilson & Co., needs this information to complete the concept study.
In the County portion, from O’Connell to Route 1057, it is recommended to stay with a 45-mph design speed. We do not plan to design or construct this portion for several years. It seems prudent to assume a 45-mph design speed for concept study purposes. The design speed could be reduced in the future during final design if deemed appropriate at that time. If we assume a slower design speed now, and act to acquire right-of-way accordingly, we will likely not be able to increase design speed without acquiring additional right-of-way.
The Community Steering Committee recommended a 45-mph design speed. It also was the clear choice in the public survey.
Wilson & Company will attend the BOCC meeting to answer questions and provide input.
Action Required: Discuss and determine an appropriate design speed for completion of the 31st Street concept study.
