Background

Creekstone is a mixed use commercial and residential development bounded by 6th Street, Overland Drive, Stoneridge Drive and Queens Road. Kelly Drive is the proposed future roadway that runs east-west connecting Stoneridge Drive and Queens Road and is located north of 6th Street [see attached map].  Internal infrastructures (e.g. water, sewer, parking, various dry utilities etc.) within Creekstone Development, including Kelly Drive, are anticipated to be constructed in 2009.

 

Stoneridge Drive, north of 6th Street is currently under construction. At the intersection of Stoneridge and Kelly Drive, a northbound right turn lane is warranted due to the traffic generated by the Creekstone Development. City staff and the property owner concur that it would be relatively less expensive to construct this turn lane as part of the ongoing Stoneridge construction project compared to the cost of this improvement as a stand alone project. With that understanding, the property owner of Creekstone Development filed a petition [see attached] with the City to form a benefit district to pay for the cost of the design and construction of the proposed right turn lane.

 

Resolution 6803 (setting out the findings and determinations of the Governing Body and ordering the construction of a northbound right turn lane at the intersection of Stoneridge and Kelly drives) was approved by the City Commission on September 23, 2008.

 

Project Status / Funding

The proposed right turn lane and related improvements will be made part of the construction contract of the ongoing Stoneridge project; a change order will be processed later on. Estimated total cost of the right turn lane and related improvements is $32,000.00; Creekstone Development will be assessed for 100% of the cost of these improvements; city-at-large will incur 0% (zero percent) of the cost for this project. Engineering design plans for this work are complete. City staff will manage and coordinate the construction activities for this project.

 

Notice of hearing has been mailed to the property owner and published in the newspaper as required by law.

 

Action Requested

Hold public hearing and, pending comments, approve Ordinance 8351 setting out the findings of the Governing Body and adopt the maximum assessments for each tract of land within the benefit district.
