City Five-Year Federal Aid Construction Program

 

The City’s Five-Year Federal Aid Construction Program is the City’s portion of the Statewide Transportation Improvement Program (STIP).  It consists of the City’s prioritized road or bridge construction projects, the total federal aid cost of which comes from five years of estimated federal funding available to the population group of the City.

 

Lawrence receives approximately $1 million/year.  These funds are available for improvement projects on city streets functionally classified as collector and above.  Routes classified as local or residential streets are not eligible.  The projects included in this plan can receive up to 80% funding, but only up to the maximum set aside amount of the $1 million/year.  With the adoption of the sales tax this program will allow the City to maximize the funding available. 

 

Due to Federal Funding challenges, the State has not requested new projects to the Five-Year Plan for the last two years.  Projects take 27 months to develop from assignment/approval of KDOT project number to bid letting.   The 2nd & Locust project is approved to be let in February 2010.

 

The streets being proposed for the Five-Year Plan are main arterial streets which have been experiencing base failure and require significant effort to maintain serviceability.  The proposed typical sections (where feasible) would be 11’ wide lanes, grass/landscaped medians, appropriate pavement (concrete/asphalt), base treatment, storm sewers, sidewalks, multi-use paths, and bike lanes.

 

Proposed Projects

(The described projects extend beyond the 5-Year Plan)

2nd & Locust Street.  (approximate length - 1,000 ft.; estimated cost - $3 million; PIC – 28)

Project includes reconstruction of the intersection at 2nd & Locust, including right-turn lanes at the intersection,  storm sewer improvements and new water main (non-participating cost).  The project was scheduled for 2008, however no bids were received.  Staff met with contractors who showed an interest in the project.  Their concerns/issues with the project included scheduling, depth of storm sewer, soil conditions, keeping the road open to traffic, and the waterline.  Staff will work with contractors, consultant, and KDOT staff to resolve.  Proposed letting will be February 2010 provided the KTA project proceeds as scheduled.

 

31st Street, Haskell Avenue to O’Connell Road. (approximate length - 1 mile; estimated cost - $7.2 million)  In 2006 the City received an earmark of $800,000 in Federal Funds. KDOT administers the expenditure of the funds, assigns a project number, and establishes the construction schedule.  This project needs to be included in the 5-Year Plan since we are currently spending the Federal Funds on concept plans and right-of-way.  A construction schedule will be dependant upon funding.

 

The City and County have established a Steering Committee to recommend alignments.  Wilson & Company was selected to provide engineering services to include concept plans for right-of-way acquisition.  The earmark funds are being used for engineering and the remainder will be used for right-of-way acquisition.

 

Kasold Drive, 23rd  to 31st Street.  (approximate length – 4,700 ft.; estimated cost - $6.6  million; PIC – 56)   Kasold is an arterial street experiencing base failures.  Substantial maintenance will continue to be necessary.  The proposed project is intended to be similar to the Kasold Drive, Bob Billings Parkway to 23rd Street project.

 

Wakarusa Drive:

Bob Billings Pkwy to 18th St.  (approximate length – 1,950 ft.; estimated cost - $3  million; PIC – 61)  Bob Billings Pkwy to Legends Dr.  (approximate length – 2,150 ft.; estimated cost - $4.1 million; PIC – 51) 

Wakarusa Drive is an arterial street experiencing base failures, significant traverse cracking, and severe curb deterioration. Excessive rutting has also been an issue.   The Street Division has done several major repairs only to have the next section adjacent to the repair fail. 

 

Bob Billings Parkway:

Kasold to Crestline.  (approximate length – 1,950 ft.; estimated cost - $2.8 million; PIC -47)

Crestline to Iowa.  (approximate length – 3,320 ft.; estimated cost - $4.9 million; PIC – 53) 

Bob Billings Parkway is an arterial street.  Base failures and drainage are issues.  Westbound lanes need significant repairs.  The Street Division has done well maintaining this street.

 

19th Street, Naismith to Iowa(approximate length – 2,600 ft.; estimated cost - $3.2 million; PIC -60) This project would complete 19th Street from Massachusetts to Iowa.  The project would include a center turn lane, connecting sidewalks to Iowa, and bike lanes.

 

Kasold Drive, Harvard to Bob Billings Parkway. (approximate length – 2,640 ft.; estimated cost - $3.8 million; PIC -56)    This section of Kasold was overlaid in 2003.  The roadbed is similar to the section between Bob Billings Parkway and 23rd Street.  The concrete below the asphalt and overlay has failed.  The overlay, along with cracksealing, has kept the road serviceable.

 

Action Requested:  Pending discussion and public comment, approve submittal of Five-Year Plan.

                         Authorize Mayor to sign request for construction project.
