CPA-2004-02; Comprehensive Plan Amendment to Horizon 2020, Chapter 7: Industrial and Employment Related Land Use.

 

 

 

At their September 23, 2008 meeting, the City Commission deferred consideration of the second reading of Joint City Ordinance (8283)/County Resolution with specific direction to staff to add to the general location criteria on p.7-5 that sites “have minimal areas of non-irrigated capability class 1 and 2 soils as defined by the NRCS”. In addition, the commission directed staff to make the necessary associated changes to each site description that follows the general location criteria, as well as changes to appropriate policies.  Staff has made those changes, which are highlighted in the draft chapter copy associated with the comprehensive plan amendment (CPA-2004-02).

 

Staff is recommending these changes as part of the revised comprehensive plan amendment (CPA-2004-02), as well as a first reading for a revised Joint City Ordinance (8283)/County Resolution for City Commission consideration at the October 21, 2008 meeting. Approval will require a super majority vote as the revisions are substantially different than the Planning Commissions recommendation. If Ordinance 8283 is approved at the October 21st meeting, the ordinance will still need to be adopted on second reading at a subsequent meeting.

 

Recommendation:

Approve CPA-2004-02, amending Horizon 2020, Chapter 7, and adopt on first reading Ordinance 8283, if appropriate.
