Project scope:      The City of Lawrence, Kansas Planning Department is proposing to contract with a qualified consulting firm for services to assist transportation planning staff with as-needed travel demand modeling services for special studies and analyses for a period of two years from 2008 to 2009.  The selected consulting firm may provide a training session (one or two days) at the request of Transportation Planning Staff on using TransCAD software based Lawrence Travel Demand Model.

Scope of Work:    The work to be performed is to provide on-call, as-needed travel demand modeling and analysis to assist transportation planning staff in responding to special requests for transportation studies/analysis.  A training session is expected to be provided at the request of the City of Lawrence Transportation Planning staff.  Work will consist of making requested changes to the regional travel model network, changing Traffic Analysis Zones as needed, modifying zonal data and external station data, modifying external to internal and external to external trip table as needed, calibrating the models as needed, providing multi-modal modeling support, freight movement modeling, performing requested analysis using the MPO travel model and other type of technical support as needed.  The consultant may provide critique on the strength and weakness of the model.

 

                             The consultant, upon request from the transportation planning staff, is responsible for providing the products outlined in the Scope of Work in an acceptable format to City of Lawrence, as determined by the transportation planning staff.  All products shall be provided in specified digital formats.

 

Product Specifications:

1.                 All written work will be provided in MS Word 6.0.

2.                 All tables and spreadsheets will be provided in MS Excel compatible to the City of Lawrence software.

3.                 All mapping and graphics will be provided in .jpg, .gif, PDF and/or .shp file formats compatible to the City of Lawrence software.

4.                 All model run files related to the MPO request must be provided in TransCAD file format compatible to Lawrence travel demand model.

 

The City of Lawrence will be responsible for the following items related to the project:

·        Providing travel demand model files

·        Providing necessary local and regional maps and aerial photography

·        Providing necessary existing planning documents and data

 

The consultant will be responsible for the following items related to the project:

·        Performing requested model modifications and performing travel demand modeling

·        Writing of progress reports and staff updates

·        Written content and technical analysis of travel demand model output

 

 

Background:        The Lawrence/Douglas County Metropolitan Planning Office has an adopted Long-Range Transportation Plan, Transportation 2030, as well as a travel demand model. MPO staff occasionally is requested to prepare analyses of the transportation impacts of development proposals, assess the impacts of roadway improvements, provide future year traffic projections for roadway projects, multi-model and freight modeling support and provide technical update to the travel demand model.

 

Proposal

Requirements:     Work Team Qualifications and Experience: The consultant must be experienced in travel demand modeling using the TransCAD modeling software. Sufficient information shall be provided to indicate the consultant’s qualifications, recent experience, and ability to perform work in a timely and cost-effective manner.

 

                             Project Organization and Approach: The consultant shall identify the key personnel associated with the project throughout its duration, including the Project Manager and key technical personnel.  A brief experience resume must be provided for each person that details specific work experience related to projects of this nature.  Also included shall be a description of the firm’s current workload and availability to work on this project.  The proposal shall describe the work each key person will perform.  The project approach shall be detailed in the proposal to the extent possible and include any issues of concern to be considered and familiarity with transportation issues in the Lawrence metro area.

 

Level of Effort: The proposal shall include hourly rate information, to include breakdown of direct and indirect costs.

                            

Selection

Process:               Upon receipt of proposals and hourly rate information, a review by staff will select one firm who will be requested to develop a letter agreement and fee proposal for City Commission approval.

 

Applicants will be evaluated based upon previous work experience in the transportation planning and travel demand modeling, the ability to complete the project during the contract period, familiarity with the community, and other criteria as may be deemed appropriate by the MPO Transportation Planner.  Applicants may be contacted for additional information if needed. Transportation planning staff will recommend a consultant to the City Commission based upon their qualifications.

 

Hourly rate information, to include breakdown of direct and indirect costs, shall be used to determine appropriate billing rates to assist in the negotiations of a contract.

 

 

BUDGET AND CONTRACT TYPE

This study is being financed through a consolidated planning grant from Federal Transit Administration (FTA) Section 5303 and Federal Highway Administration (FHWA) PL funds, administered by the Kansas Department of Transportation (KDOT).

 

Upon selection of a contractor, the City of Lawrence will negotiate a letter agreement contract based on the project requirements, contractor’s qualifications, and additional constraints.
