CITY RESOLUTION NO. 6798
JOINT RESOLUTION OF THE CITY OF LAWRENCE, KANSAS AND THE BOARD OF COUNTY COMMISIONERS OF DOUGLAS COUNTY, KANSAS, ENDORSING TRANSPORTATION IMPROVEMENTS FOR THE CITY OF LAWRENCE AND COUNTY OF DOUGLAS, KANSAS CONCERNING THE ENACTMENT BY THE KANSAS LEGISLATURE OF A NEW STATE-WIDE COMPREHENSIVE TRANSPORTATION PROGRAM
WHEREAS, a major responsibility of city government and county government is to plan for the immediate and long-term transportation needs affecting their respective jurisdictions.
WHEREAS, the Governing Body of the City of Lawrence, Kansas (hereinafter the “City”) or Board of County Commissioners of Douglas County, Kansas (hereinafter the “County”) have conducted the necessary investigations to identify the transportation capital improvements that are needed in their respective jurisdictions.
WHEREAS, these specific transportation capital improvements are essential to the future health, safety and welfare of the citizens of the City and County.
WHEREAS, these specific transportation capital improvements are vital to the economic well-being of the City and County, and to their long-term growth and development.
WHEREAS, the failure to undertake these specific transportation capital improvements will impede and may prevent the economic needs and goals of the City and County from being met and accomplished.
WHEREAS, the City and County are unable to finance these specific capital transportation improvements without substantial assistance from the State of Kansas and the Kansas Department of Transportation.
WHEREAS, the State of Kansas and the Kansas Department of Transportation cannot sufficiently address the transportation needs of the City, County, and other cities and counties across the state without the Kansas Legislature’s enactment of a new Comprehensive Transportation Program.
NOW, THEREFORE, BE IT ORDAINED BY THE GOVERNING BODY OF THE CITY OF LAWRENCE, KANSAS; AND BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF DOUGLAS, COUNTY, KANSAS:
Section 1. Incorporation of Recitals. The above recitals are incorporated herein by reference, and shall be as effective as if repeated verbatim.
Section 2. Priority Transportation Projects. After careful investigation of the transportation needs in the City and County, the specific transportation capital improvements identified on the attached Exhibit A, which is incorporated herein by this reference, are jointly declared to be vital to the future economic growth and development of the City and County, and to the safety of their citizens.
Section 3. New Comprehensive Transportation Program. The City and County jointly endorse and support the Kansas Legislature’s enactment of a new Comprehensive Transportation Program of sufficient size and magnitude to address the specific transportation capital improvements set forth in Section 2.
Section 4. Distribution of Copies. The City Clerk and County Clerk shall coordinate with each other to send copies of this Joint Resolution to: Governor Kathleen Sebelius; members of the Kansas Legislature districts encompassing any part of Douglas County, Kansas; all non-incumbent candidates for the Kansas Legislature running for districts encompassing any part of Douglas County, Kansas; all local news media outlets; the League of Kansas Municipalities, and the Kansas Association of Counties.
