Get Downtown

The City has received the attached request for approval and support of the third annual Get Downtown event on October 3-4. The proposed location of the event is the 800 block of New Hampshire Street including the adjacent City parking lots (see attached map). Please see the attached memo regarding approval of the use of right-of-way and approval of Ordinance 8316, authorizing the temporary sale, possession and consumption of alcoholic beverages on specified city property.
Additionally, the organizers of the event have requested $20,000 in City support, paid from the Guest Tax Reserve Fund, as well as in-kind donations of City services including standby medical support, limited police presence during the event (private security will also be present to control the movement of alcohol into and out of the event area), street barricades, a roll off dumpster, trash barrels and other items as deemed necessary by City staff.
09/02/08 Update: The City Commission previously approved financial support of Get Downtown in the amount of $5,000 for each of the first two events (approved 08/29/2006 and 08/23/2007).

ACTIONS: Approve use of right-of-way permit for Get Downtown for the use of New Hampshire Street between 8th and 9th Streets, including City Parking Lots 8 and 4, on the east and west sides of New Hampshire Street, respectively, from 4 pm to 11 pm on Friday, October 3, and noon to 11 pm on Saturday, October 4.
Approve $20,000 donation of Guest Tax Reserve Fund monies to Just Like Lawrence, Inc. to support Get Downtown, as well as donation of various in-kind services, including standby medical support, limited police presence during the event, street barricades, a roll-off dumpster, trash barrels and other items as deemed necessary by City staff, if appropriate.
Adopt on first reading, Ordinance 8316, authorizing the temporary sale, possession and consumption of alcoholic beverages on specified city property.
