CURED-IN-PLACE PIPE PROJECT #2 – Section NW06-1320
History:
Part of the Utilities Department’s efforts at Inflow/Infiltration (I/I) reduction is to rehabilitate existing sewer lines that are a source of I/I. Cured-in-place-pipe (CIPP) is one of the methods used. The CIPP method involves lining the inside of old pipes without excavation, causing very little disruption above ground.
The Utilities Department has a multi-year plan to rehabilitate city owned sewer lines in older sections of the City using this trenchless method. Line segments are selected for rehabilitation on the basis of several factors. These factors include:
· Pipe age
· Pipe material
· Known defects based on maintenance and TV inspection records
· Presence of unused taps or connections that may contribute inflow/infiltration
· Depth
· Above ground conditions
On April 15, 2008, bids were opened for the CIPP program. The vendors supplied bids for 2008 plus 2 additional years to allow for a contract renewal. Five vendors bid on the project and the results are shown below. The bids were based on 15,000 feet of pipe. The bid also required the contractor to be in business for a minimum of three years and to have installed a minimum of 50,000 feet of the product bid. SAK Construction did not meet these requirements.

The 2008 CIPP Project #1 approved with the April bid is currently in progress and will line approximately 14,213 feet of 8”, 10” and 12” sanitary sewer in various areas of the City. The prices received in the bid process this year were lower than expected and will allow additional CIPP work to be performed.
Program Status:
The Wastewater Field Operations Division recently completed cleaning and televising city sewer mains in Section 06-1320. This section has some of the oldest clay pipe in the collection system, installed in 1935. TV inspection found separated joints, pipe fractures, root growth in joints and damaged pipe. These defects contribute a large amount of I/I in the basin area. This is a high density area that includes apartments, KU Greek housing, residential and businesses.
Staff is proposing CIPP Project #2 that will consist of lining of 27,129 feet of 8” through 15” sanitary sewer in quarter section NW06-1320. This area is bounded by Louisiana and Barker and 15th and 19th Streets. A list of locations and a map are attached.
The Utilities Department recommends adding a second CIPP project to the 2008 contract with I-CON for an additional 27,129 feet of sanitary sewer pipe identified in section NW06-1320. The cost of CIPP Project #2 is $884,218.
Project Funding:
Funding for CIPP Project #2 will come from the funds remaining in the 2008 I/I Removal Fund and from the 2008 General Sanitary Sewer Improvements Fund.
Action Request:
Utilities Department staff requests approval from the City Commission to authorize the City Manager to execute a contract agreement and purchase order with I-CON in the amount of $884,218 to complete the Cured-in-Place-Pipe (CIPP) Project #2.
