Please place the following item on the City Commission agenda for consideration at their August 26, 2008 meeting:
Memorandum of Understanding between the City of Lawrence and the Lawrence Police Officer’s Association (LPOA).
As a result of the successful completion of negotiations with the LPOA executive board, the attached Memorandum of Understanding (MOU) has been ratified by the LPOA and is submitted to the City Commission for approval. The MOU provides for a one year agreement with the LPOA for calendar year 2009. A summary of the items of significance within the submitted MOU is presented below:

Wage adjustment, Section 3.2, p 5-6 |
The LPOA will receive a 1.5% wage adjustment for 2009. In 2009, the compensation plan for Police Officer and Detective will be per the City’s Police Pay Plan as per the attached Lawrence, Kansas Police Department Compensation Program for Sworn Personnel.

Longevity, Section 3.3, p. 6-7 |
Changes former longevity pay language by emphasizing discretionary nature of longevity pay. Indicates calculation is based on $4 monthly for longevity payment. Acknowledges that the 2009 budget includes longevity at half this rate. Indicates that the City Commission will consider the issue of longevity pay at a meeting in November 2009 as a regular agenda item and make a determination at its sole discretion taking into account the City’s fiscal condition and status of revenues and expenditures at that time. |

Court Time, Section 3.5, p 8 |
Added language regarding one hour minimum compensation for pre-trial conferences held outside of normally scheduled work hours. Added language regarding ABC hearings. |

Vacation, Section 4.1, p. 9 |
Changed language regarding maximum accumulation of vacation time to coincide with the Employee Handbook. |

Family Medical Leave, Section 6.2, p. 10 |
Eliminated reference to “personal” sick leave, which refers to a former category of sick time that no longer exists. |

Causes of Injury, Section 7.2, p. 14-15 |
Added provisions and clarified existing provisions regarding what would be considered injuries in the line of duty to include: haz-mat incidents, clandestine meth labs, industrial accident, responding to or actively working a natural disaster or terrorist act. |

Equipment/Vests, Article 9, p. 16-18 |
Added general language regarding City and LPOA’s interest in providing and maintaining equipment; Added language that the City will provide initial vest in addition to vest replacement for new officers. Moved clothing, uniforms and equipment language from the former Article 13 to this new article. |
