Request City Manger enter into an agreement for the 2009 Biosolids Land Application with Nutri-Ject Systems, Inc.

I. Project Description. The City of Lawrence Wastewater Treatment Plant processes and treats approximately 8.4 million gallons of wastewater per day. From the treatment process, approximately 9000 cubic yards of biosolids is land applied yearly to privately-owned agricultural properties since 1994.
II. Project Description/History. Currently the biosolids are in cake form (about 20 – 25 percent solids). Typically, before planting & after harvest, biosolids are hauled to the agricultural site and spread at an agronomic rate to match the field and crop nitrogen requirements. This is then incorporated into the soil using a disc. All activities must be conducted in a manner which meets all existing regulations and requirements and shall not negatively affect the City’s public relations and existing relationships with area farms.
III. Project/Purchase Status. Request for proposals were received & reviewed. Nutri-Ject Systems Inc. met the specifications and utilized methods to meet the proposal description. They were also the lowest in cost.
Nutri-Ject Systems Inc. $ 12.01 per cubic yard
USC Technologies $ 16.60 per cubic yard
IV. Project/Item Funding. The 2009 Wastewater Treatment budget has accounted for the land application for the year from the other contractual services line item.
V. Action Request. Authorize the City Manager to enter into a contract with Nutri-Ject Systems for the 2009 Biosolids Land Application with the option to extend for additional years at both parties consent to allow for inflationary increases.
