Please include the following item on the City Commission consent agenda for consideration at the August 19, 2008 meeting:

 

Project Description.  The microsurfacing project includes a number of City streets in an area generally bound by 19th St on the north, 31st St on the south, Iowa on the east, and Kasold Dr on the west.  Streets to receive microsurfacing are determined to be in generally good condition.  Those that are deteriorated beyond the recommended condition for microsurfacing will be included in future milling and overlay programs.  The microsurfacing project also includes an alternate microsurfacing area of City residential streets in the vicinity of 19th St and Harper St.

 

Project History.  The city’s annual pavement maintenance program was reviewed and approved by City Commission on March 11, 2008.  Of the various program projects, the 2008 Overlay Program Phase 1 and the KLINK overlay of Iowa from 23rd to north of 31s are complete, the 2008 Crack Seal Program and 2008 Overlay Program Phase 2 are currently in the construction phase, and the 2008 Overlay Program Phase 3 (approved proceeding by City Commission on July 1, 2008) has been bid and nearing the construction phase.  Other programs such as Concrete Curb and Gutter Replacement, and Chip and Seal are also planned for this construction season.

 

Project Details.  The project includes various surface and full depth patching of deteriorated areas on City streets followed by the microsurfacing of the entire pavement surface.

 

Project Funding.  The pavement maintenance program is funded from several sources including the general fund, gas tax funds, sales tax reserve, and capital improvement reserve accounts.  This contract was included in the 2008 Street Maintenance Program for microsurfacing to be paid from sales tax reserve funds.  The contract includes an asphalt index which may require change order(s) based on the increases/decreases in asphalt oil pricing.  The contract bid unit price per ton of asphalt will be adjusted based on these fluctuations.

 

 

Action Request.  Set Bid Date of September 2, 2008 for the 2008 Microsurfacing Program - Project No. PW0815.
