CALL TO ORDER

 

The monthly meeting of the Lawrence-Douglas County Health Board was held Monday,

June 16, 2008.  Vice-Chair Alan Cowles called the meeting to order.

 

 

CONSENT AGENDA

 

Paul Liechti moved that the Consent Agenda consisting of the Health Board Minutes of May 19, 2008, May 2008 monthly Financial Reports, and May monthly Activity Reports be approved.  Karen Shumate provided the second and the motion passed.

 

 

PROJECT LIVELY SURVEY RESULTS

 

Sandra Kelly-Allen, Project LIVELY Coordinator/Care Manager, provided the Board with a PowerPoint presentation on the Project LIVELY (Life, Interest, Vigor Entering Later Years) Client Satisfaction and Community Partners surveys.  Two program student interns conducted the surveys.  Eighty-two percent of Project LIVELY clients participated in the Client Satisfaction survey and 41 professionals from 31 agencies participated in the Community Partners survey.  In the Client Satisfaction survey, ninety-four percent agreed that since obtaining Project LIVELY services their quality of life has improved.  Ninety-eight percent agreed that their Care Manager is knowledgeable of community resources and programs.  In the Community Partners survey, one-hundred percent of those surveyed agreed that Project LIVELY services help increase the continuity of care for aging adults in Douglas County.  The Board commended Sandra Kelly-Allen for conducting these surveys and for achieving such positive results.

UNFINISHED BUSINESS

 

Progress Report on the 2009 Budget

 

Dan Partridge updated the Board on the status of grant awards from the Kansas Department of Health and Environment (KDHE) for State Fiscal Year 2008-2009. While the Health Department received level funding for most grant awards, the combined State Fiscal Year 2009 (SFY09) KDHE grant income is projected to increase by $7,154 when compared to SFY08. Dan also provided the Board with an update on the 2009 budget.  The City requested that the Health Department cut $26,286 from the 2009 budget.  Dan recommended several options for balancing the budget.  After discussion, by consensus of the Board, it was agreed to accept the recommendation to reduce clinic services in order to balance the budget.

 

 

NEW BUSINESS

 

Kansas Department of Agriculture Food Service Contract

 

The Kansas Department of Agriculture has not completed revisions to the Food Service Contract.  This contract will be deferred to the Board meeting in July.

 

Director’s Report

 

1.      Dan Partridge stated a letter was sent to all County Commission candidates inviting them to tour the Health Department and receive a brief overview of how the Lawrence-Douglas County Health Department provides services to the residents of Douglas County.

 

2.      As part of the Strategic Plan, Dan Partridge will email all Board members a survey to complete online in an effort to make Board meetings more efficient.

 

3.      Dan Partridge provided the Health Board with a progress report on the National Association of County and City Health Officials (NACCHO) Grant.  In preparation for accreditation, Dan Partridge stated that Susan Crawford, Quality Improvement Consultant, will provide on-site training for Directors and Coordinators on June 23 and June 24, 2008.  The Public Health Accreditation Board (PHAB) will release a draft of the accreditation standards in August for public comment through October 2008.

 

4.      Dan Partridge updated the Board on the 2nd Annual Quality of Work Life Survey to be distributed July 21, 2008.  Survey results will be reviewed with the Board.

 

5.      Dan Partridge reported that as part of a cooperative initiative between the Health Department, Douglas County Emergency Management, and the Roger Hill Volunteer Center, the Volunteers in Service to America (VISTA) program has assigned a new member, Laura Poskochil to the Health Department.  Laura will begin on Monday, July 14, 2008.  The three main goals for this position are to work with special needs populations for public health preparedness, collaborate with the Douglas County VISTA team to develop education and training opportunities, and to develop finance and training plans related to preparedness for the Medical Reserve Corp (MRC) program.   

 

6.      Dan Partridge provided the Board with a progress report on the revisions to the Douglas County Sanitary Code.  The Health Department received positive responses from the letter sent to all Douglas County realtors and the Home Builders Association regarding real estate transfers.  The Douglas County Sanitary Code is currently being reviewed by the Kansas Department of Health and Environment.

 

7.      Dan Partridge provided the Board with an Air Quality update.  Dan reported that staff attended a meeting convened by the Environmental Protection Agency (EPA) and the Kansas Department of Health and Environment (KDHE).  No significant information was presented and staff will continue to update the Board on the issue.    

 

 

Other New Business

 

1.      The next regularly scheduled Health Board meeting will be Monday, July 21, 2008.
