Chairman Frost called the meeting to order at 6:03 pm.
Chairman Frost welcomed Tom Cox, a new member.
Minutes
The minutes of the June 4th, 2008 meeting had been provided to all members. Brickell made a motion to accept the minutes, Lisher seconded the motion; the motion passed unanimously.

Unfinished Business
Staff mentioned a response from Westar regarding the termination point for cable, phone, and internet services. Westar will not be incorporating this feature into the meter base or be providing a connection by any other means. Staff had emailed this to members but our new members had not seen the response.
New Business
Frost queried the members present if they had a chance to review 194-268 as assigned at the last meeting. Frost suggested a few moments be allowed to review these pages.
Cox asked what the time line for adoption might be.
Frost thought the draft version should be ready to go by years end so it could be put into play during the first of 2009.
Cox had a question regarding the operation of tamper proof receptacles.
Members stated they incorporate a shutter system to prevent the insertion of a single object into either side. The simultaneous insertion into each side such as with a cord end allows the shutters to open. The hope is to reduce the number of shocks received by children.
Members discussed the required locations of these receptacles along with the added costs. Costs have been projected anywhere from $1.25 per receptacle to over $20 depending on who you talk to. The 2008 NEC requires these in all locations provided under 210.52, which is everywhere.
Frost had a question regarding breaker locks in the 2008 NEC. Frost thought it might affect hard wired ovens.
Staff stated that current practices allow a breaker lock to be used in lieu of a within sight disconnect. Our office requires the breaker lock to be the type that remains in place regardless if a lock is installed or not. The majority of these are installed prior to the panel cover being installed and can’t be removed unless the cover is removed. If the oven has a switch that disconnects the oven from all ungrounded conductors and clearly indicated an off position these are allowed to be supplemented by another breaker and meet the intent of the Code.
Frost inquired about the grounding of switches.
Staff stated he checks for grounding of switches when metallic plates are used but typically doesn’t require them to be grounded on installations where non-metallic plates are installed. The most common instance is in commercial kitchens.
Members found no issues with 194-268 in the analysis book.
Frost queried the members to see if they wished to proceed with chapter 5. It was agreed to pause and look over pages 270-312 in the analysis book.
Frost asked the members if they found anything they wish to discuss. No issues were found by members.
Frost suggested that members review chapter 6 prior to the next meeting that may allow us to also review chapter 7 during the meeting and finish the analysis book.
Adjournment
Brickell made a motion to adjourn, seconded by Cox; motion passed unanimously and the meeting was adjourned at 7:04 pm.
