RE:	Homeless Services Text Amendment

Staff understands that comments have been submitted requesting additional time for neighborhood associations and other members of the public to review and comment on item no. 4, TA-04-03-08, related to homeless facilities.  Anticipating the potential for deferring this item at Tuesday’s City Commission meeting, staff proposes a timeline that the governing body may wish to consider in its direction to staff if a deferral is adopted.

• Defer the item on August 12th with direction provided on the general nature of the amendment.
• Additional public comments would be received by staff with a request to submit them by August 27.
• Staff would submit public comments, along with any proposed revisions to the language based on those comments, to the Community Commission on Homelessness (CCH) for consideration at their public meeting on September 9^th.
• Staff would submit the CCH’s recommendation to the Planning Commission for consideration at their September regular meeting for a second public hearing (either September 22^nd or 24^th).
• The Planning Commission recommendation would be forwarded to the City Commission in mid-October for their consideration and determination.

Staff stands ready to implement the governing body’s direction on this important community matter.
